The report presents grading <br /> plans, surface drainage, retention basin design, material and construction specifications, and <br /> construction quality assurance procedures for improvements to the existing Compost Facility at <br /> Forward Landfill. <br /> The Design Report is in general compliance with Waste Discharge Requirements Order R5- <br /> 2014-0006 and State Board's "Draft General Waste Discharge Requirements for Composting <br /> Operations". The following items should be included in the final Construction Quality Assurance <br /> (CQA) report: <br /> 1. Sufficient information for Water Board staff to determine that the unit was constructed in <br /> compliance with this Design Report, Title 27 and Waste Discharge Requirements. <br /> 2. As-Built Drawings of the major components. <br /> 3. Daily, weekly and other construction reports and change orders should be documented in <br /> the final CQA Report (Copies of weekly construction reports should be sent by email to <br /> Water Board staff each week.) <br /> Staff concurs with the design plans and specifications and believes that they comply with Title <br /> 27, the facility WDRs, and Draft General Waste Discharge Requirements for Composting <br /> Operations.
