The proposed changes for the Report of Composting Site Information(RCSI) <br /> and the Transfer Processing Report(TPR)amendments were approved on August 20,2014. <br /> The LEA is certified by the State of California Department of Resources Recycling and Re- <br /> covery(CalRecycle) to enforce state laws and regulations at solid waste sites within the <br /> County of San Joaquin,including all transfer stations and composting sites. <br /> Description of Project <br /> Forward Resource Recovery Facility is a 33.23-acre facility. The facility is owned and oper- <br /> ated by Forward,Inc. The site is located at 9999 South Austin Road,Manteca,CA;the near- <br /> est cross road is Arch Road. The facility is proposing to revise their Solid Waste Facility Per- <br /> mit(SWFP)as well as amend their TPR and RCSI. <br /> The proposed changes for the SWFP,TPR and RCSI include the following: <br /> • Tonnage shall not exceed 8,668 tons per day(or 46,080 tons/week)(combined tonnage for <br /> the RRF and Forward Landfill). <br /> Acceptance of cannery rinse water at the compost facility. <br /> Updated Odor Impact Minimization Plan. <br /> • Updated Site Health&Safety Program Plan. <br /> • Incorporated the recently approved Waste Discharge Requirements Order No.R5-2014- <br /> 0006. <br /> •Actual hours of operation are stipulated in the permit documents. <br /> Wheel wash station incorporated into the permit documents. <br /> Preliminary Determination <br /> The LEA's preliminary determination is that the SWFP revision would be approved. The pro- <br /> posal to revise the solid waste facilities permit meets the requirements of Title 27,California <br /> Code of Regulations(CCR)21665(d)(1-2). The LEA has approved the proposed RCSI and <br /> TPR amendments.
