Unloading of recyclables (paper and plastic) occurs in that building. The facility does not utilize a fill <br />face or daily cover. <br />9. The landfill does have portable litter fences, but the transfer station does not: If there is a need for a litter <br />fence, a semi-permanent litter fence will be installed to capture the litter. The TPR and RCSI will be revised <br />to include the Litter Management Plan (LMP) in the Appendix. <br />10. Perimeter fence 13 feet high placed on 8 -foot berm: The operator has planted poplar trees. The trees are <br />expected to grow at a rate of approximately 7 feet per year to a total height of approximately 60 feet <br />and are spaced sufficiently close to provide an effective barrier along the perimeter. The operator <br />stated that they had considered a perimeter fence similar to the one describe in the letter, but thought that the <br />trees would be more aesthetic, limit dust transport and allow for air mixing and odor dispersal. <br />11. On very windy days when all other procedures are not successful: When winds reach 10 miles per hour the <br />facility will suspend site activities that are susceptible to wind transport of litter. Those activities include <br />windrow turning, grinding and screening of compost material. Recyclable material unloading that occurs <br />indoors is not subject to wind, will continue. <br />12. Buffer zones: Most of the activities associated with litter (unloading, screening and grinding) are not <br />conducted close to the facilities perimeter fence. A condition will be added to the permit to address this. <br />"Unloading, screening and grinding activity must be conducted more than 100 feet from the site perimeter." <br />13. Personnel will be dispatched, as needed or daily if conditions required: Currently 3.6.5 of the RCSI is very <br />detailed and addresses the concerns regarding litter patrol and removal. The TPR will be revised to include <br />the same language found in the RCIS and the LMP will be placed in the Appendix of both documents. <br />14. Litter that is caught by trees on neighboring properties: The operator stated that they were willing to remove <br />litter from the neighboring properties that have granted them access. This would include litter that is caught <br />by tree limbs. The operator will use the method that is most effective and has the least amount of impact to <br />the property. The RCSI/TPR will be revised to include this effort to remove offsite litter. <br />15. Portable litter vacuums: The site operator has purchased a litter vacuum for use onsite. The RCSI will be <br />revised to include this to the site's equipment list. <br />16. The main highway leading to the site will be routinely inspected for litter: Currently 3.6.5 of the RCSI <br />describes the litter patrol and removal. The section is detailed and explains action taken in instances when <br />there is a large amount of litter. The TPR will be revised to include the same text and the LMP will be added <br />to the Appendix of both documents. <br />17. Before and after photos of any litter removal efforts: The request is exhaustive. The operator currently <br />documents illegal dumping that occurs around or near the facility prior to clean up and document spills and <br />accidents that occur at or near the facility. The operator has agreed to take photos of the litter before and after <br />when there is an excessive amount of offsite litter. The RCSI and TPR will be revised to include this activity. <br />18. Site management's cell phone numbers along with the office number may be provided to the <br />community/neighbors: The operator can be reach by the general number posted at the front entrance of the <br />facility from 6 a.m. to 6 p.m. The facility has a security company that provides security from 6 p.m. to 6 a.m. <br />The operator can be reached through the security company. The operator is willing to make that number <br />available to the community and neighbors. <br />
