•
Ms. Laurel L. Impett
October 10, 2014
19. Bird control through litter collection: Page 3-15 of the RCSI, Section 3.6.5, Litter Control describes the
activities associated with litter patrol and removal. The TPR and RCSI will be amended to include a copy of
the LMP to the Appendix of each document.
20. The RCSI also states that birds should not be a problem since waste is processed within 24 hours. The RCSI
will be revised to remove the reference to 48-hour storage of residuals.
21. Vector control program: Page 3-12 of the RCSI and page 3-11 of the TPR states, "traps and/or bait stations
for rodents, insects/flies, and birds are inspected on a weekly by Forward personnel and are maintained as
needed." The TPR will be revised to include a more detailed vector control plan.
22. The last statement is regarding the fact that the DSWFP is still in draft form: This is very common, as Solid
Waste Facility Permits (SWFP) is subject to change almost up to the date of issuance. The changes are minor
in nature and do not require additional CEQA evaluation or use permit considerations. Most of the time it is
updating the permit to reflect an outside agency permit issuance date or typo. So far I am proposing to add 2
conditions to address some of your concerns and CalRecycle has asked the EHD to remove some of the
conditions that are listed under LEA conditions due to overlap with other agency requirements. Most of the
permit is not subject to change, such as, hours of operation, tonnages, acreage of site and vehicle numbers.
That would require additional notifications and a new SWFP Application.
If you have any questions regarding this matter, you can contact me at (209) 468-0332.
Sincerely,
k mqLL,
Robert McClellon, Program Coordinator REHS
Environmental Health Department
Attachments
cc: John Funderburg, Community Development Department
Christy Karl, IWMS, CalRecycle
