Windblown litter <br /> observed passing over the fencing during the inspection. Plastic and paper from the facility is significantly <br /> burdening the field adjacent to the east where litter is visible throughout the property. Litter in the field was <br /> obscured by hay that was recently harvested. <br /> a. All handling activities shall be conducted in a manner that minimizes vectors, litter, hazards, nuisances, and <br /> noise impacts; and minimizes human contact with, inhalation, ingestion, and transportation of dust, particulates, <br /> and pathogenic organisms. 14 CCR§ 17867 (a)(3) <br /> b. The facility should take measures to prevent significant accumulations of litter at the perimeter fencing <br /> including deploying temporary litter fencing, of sufficient height, to prevent litter migration across the facility. <br /> X 17867(a)(6) - Unauthorized Access <br /> Comments: A hole observed in the western perimeter fencing is of sufficient size to allow ingress to the facility. <br /> Temporary litter fencing remains at former location of the demolished equipment shed. <br /> a.
