x 17868.3.1(a)- Physical Contamination Limits <br /> Comments: Glass particles of various sizes observed in stockpiles of finished compost. Two compost samples <br /> examined by the LEA contained significant glass. Pursuant to 14 CCR§ 17868.3.1(c), the LEA is requiring that <br /> the next sampling of compost occur in the presence of LEA staff, and that the sample be done as prescribed in <br /> 14 CCR§ 17868.3.1(d). <br /> a) Compost shall not contain more than 0.5% by dry weight of physical contaminants greater than 4 millimeters; <br /> no more than 20% by dry weight of this 0.5% shall be film plastic greater than 4 millimeters. Compost that <br /> contains physical contaminants in excess of either one or both of these limits shall be designated for additional <br /> processing, disposal or other use as approved by local, state or federal agencies having appropriate jurisdiction. <br /> Verification of physical contamination limits shall occur prior to the point where compost is removed from the site <br /> or beneficially used on-site. Test results of samples must be received by the operator prior to removing compost <br /> from the composting operation or facility where it was produced. 14 CCR § 17868.3.1(a) <br /> b) If the EA has reason to believe, based on the EA's visual observation or otherwise, that a determination of <br /> percent physical contaminants made pursuant to section 17868.3.1(b) is not accurate, the EA may require an <br /> operator of a compostable material handling operation or facility to take a composite sample of compost in the <br /> presence of the EA and send the sample to a laboratory at which physical contaminants greater than 4 <br /> millimeters shall be collected and weighed to determine the percentage of physical contaminants by dry weight <br /> using the following protocol: <br /> (1) Determine the total dry weight of the composite sample as obtained in section 17868.3.1(d); <br /> (2) Separate the physical contaminants greater than 4 millimeters from the composite sample and determine the <br /> dry weight of the physical contaminants; <br /> (3) Determine the percentage of physical contaminants by dividing the dry weight of the physical contaminants by <br /> the total dry weight of the composite sample. 14 CCR§ 17868.3.1(c) <br /> c. Any sampling conducted to comply with this section shall require a composite sample. A composite sample <br /> shall be representative and random, and may be obtained by taking twelve (12) mixed samples as described <br /> below. <br /> (1)The twelve samples shall be of equal volume. <br /> (2)The twelve samples shall be extracted from within the compost pile as follows: <br /> (A) Four samples from one-half the width of the pile, each at a different cross-section; <br /> (B) Four samples from one-fourth the width of the pile, each at a different cross-section; and, <br /> (C) Four samples from one-eighth the width of the pile, each at a different cross-section. <br /> (e)Alternative methods of compliance to meet the requirements of this section may be approved by the EA if the <br /> EA determines that the alternative method will ensure the physical contamination limits requirements of this <br /> section are met. 14 CCR§ 17868.3.1(d) <br /> Inspection Report Comments: <br /> Conducted a monthly inspection on this date and noted the following: <br /> 1. Area of concern cited for PRC §44004 regarding the demolished equipment shed is cleared. The LEA confirmed with <br /> the San Joaquin Valley Air Pollution Control District (SJVAPCD)that the required permit was obtained and that the <br /> SJCAPCD was satisfied with the removal process. <br /> Notes: <br /> 1. Foul smelling water observed ponded in between windrows and at the southeast end of the facility. An active sprinkler <br /> atop the windrows was the source of the ponded water. The foul odor was only noticeable at a distance of no more than <br /> a few yards. Grading, drainage control, and ponded leachate were subjects of a third Notice of Violation issued by the <br /> Central Valley Regional Water Control Board on June 18, 2020. <br /> 2. Records were not reviewed onsite as the facility is still restricting access to the office building to facility staff due to <br /> COVID-19 protocols. The operator is to provide records by email for review by the LEA <br /> 3. Several inches of compostable material observed in between some windrows.
