Frewert Road Lathrop, CA 95330 <br /> June 29, 2020 <br /> Mr. Robert McClennan <br /> Registered Environmental Health Specialist(REHS) <br /> San Joaquin Environmental Health Department <br /> 1868 East Hazelton Ave. <br /> Stockton, CA 95205 <br /> RE: Emergency Waiver Extension Request—COVID-19 <br /> 90-Day Report Pursuant to 14 CCR§ 17210.5 <br /> Central Valley Compost- Solid Waste Facility Permit: 39-AA-0051 <br /> Dear Mr. McClellon: <br /> Central Valley Compost(CVC) seeks a continuation of the Emergency Waiver of Standards <br /> issued by the San Joaquin Environmental Health Department issued on March 31, 2020 and set <br /> to expire on July 29, 2020. This letter also includes 90-day reporting information required <br /> pursuant to 14 CCR § 17210.5. <br /> The COVID-19 pandemic has at times rapidly changed the dynamics of regional green waste <br /> disposal. Two local facilities that handle green waste experienced shutdowns during the <br /> emergency waiver period that resulted in green waste being directly hauled to CVC. These <br /> facilities are the San Joaquin County Lovelace Materials Recycling Facility and Transfer Station <br /> in Manteca and Recology Blossom Valley Organics in Salida. During those shutdowns, green <br /> waste from the City of Ripon was direct hauled to the CVC Facility. <br /> In addition, when the stay at home order was implemented there were increases in green waste <br /> produced by individual residences and subsequently collected by curbside programs. Tons <br /> received from the Cities of Stockton, Pleasanton and Manteca surged during the month of April. <br /> CVC exceeded 500 tons per day on two occasions during the Emergency Waiver period so far. <br /> On April 23, 2020 CVC accepted 512.86 tons and on April 24, 2020 CVC accepted 603.46 tons. <br /> Daily tonnages have since declined towards baseline levels as phased reopening has started. But <br /> the COVID-19 state of emergency remains in effect. CVC requests an extension of the waiver <br /> should pandemic conditions again rapidly change necessitating increased tonnage or truck traffic <br /> at CVC <br /> Information required by 14 CCR § 17210.5 is presented below: <br /> I 7210.5(b)(1) The daily amount of disaster debris received, diverted and disposed at the facility <br />
