Hazelton Avenue <br /> Stockton, CA 95201 <br /> APPROVAL OF CONCEPTUAL LEACHATE MANAGEMENT PLAN, FOOTHILL SANITARY <br /> LANDFILL, SAN JOAQUIN COUNTY <br /> The Foothill Sanitary Landfill is owned and operated by San Joaquin County <br /> Department of Public Works and is regulated by Waste Discharge Requirements <br /> (WDRs) Order R5-2015-0058. Foothill Sanitary Landfill LF-2 were constructed with <br /> leachate collection and recovery systems (LCRS) and sumps, where the Discharger is <br /> required to maintain less than one-foot (30 centimeters) of liquids over the base liner <br /> system. This requirement is part of the WDRs and Standard Procedures and Reporting <br /> Requirements (SPRRs), Standard Facility Specification E.13. <br /> On 8 May 2023, the Discharger notified Water Board staff by email that due to an above <br /> average wet season, the leachate volume of sumps 1, 2A, and 2B were not in <br /> compliance with Standard Facility Specification E.13. Leachate levels in sumps 1A and <br /> 2B exceeded the compliance limits approximately late December 2022. Sump 2A <br /> exceeded the compliance limit mid-January 2023. <br /> Following the 8 May 2023 email notification, staff initiated a telephone conference with <br /> the Discharger to determine what the ongoing conditions of the sumps were and to <br /> provide guidance on returning to compliance. Staff requested a leachate management <br /> plan to address returning to compliance as soon as possible and to address the long- <br /> term management of leachate. <br /> On 6 June 2023 the Discharger submitted the Foothill Leachate Compliance Plan <br /> (Plan). To address the short-term management of leachate, the Discharger proposed to <br /> continue to tank and haul and perform modifications within the sump to address <br /> pumping deficiencies. To address long-term management of leachate, the Plan <br /> recommended new, storage and disposal capacity that included constructing up to three <br /> (3) Class II Surface Impoundments. Other elements were also proposed that will create <br /> more efficiency managing leachate generated at the site.
