Foothill Sanitary Landfill - 2 - 26 July 2023 <br /> Based on the Foothill Leachate Compliance Plan, the following conceptual project <br /> schedule has been proposed: <br /> Tentative Task Completion Dates Task <br /> 1 August 2023 Concept Approval by RWQCB <br /> 1 December 2023 Submit Construction Plans for <br /> Approval <br /> 1 February 2024 Construction Plans Approved by <br /> RWQCB <br /> Spring 2024 Environmental Document Prepared <br /> July 2024 Budget and Funding Approved <br /> Summer 2024 Bid and Award Construction <br /> Contract <br /> Fall 2024 Construction <br /> December 2024 Construction Complete <br /> Staff concurs with the proposed conceptual changes in operation with respect to <br /> managing leachate generated at the site. However, there are issues with the schedule <br /> that need to be worked through yet should not delay the project. For example, new <br /> waste management units, like the proposed Class II surface impoundments, will require <br /> new WDRs. There is a back log in the permitting program, so communication with the <br /> Permitting group is important prior to setting any schedule beyond the beginning of the <br /> 2023/2024 wet season, 1 October 2023. Because new WDRs are necessary, a Report <br /> of Waste Discharge must accompany the design documents, so the package is <br /> complete.
