Section 4.1.1 <br /> Drainage from Diked Area of the SPCC failed to address that the facility uses a"manual pump"to pump the rinse <br /> water from the diked area sump into an outside sump and then into totes for storage. Also,The SPCC plan section <br /> 4.1 states"Stormwater from the chemical tank farm is pumped to the rinse water tank,transferred to totes, and <br /> given to farmers". Per discussions with Cuco Ramirez, the facility has been storing the rinse water on-site for at <br /> least the last 5 years. <br /> REGULATION GUIDANCE: ) Facility drainage: Restrain drainage from diked storage areas by valves to prevent a <br /> discharge into the drainage system or facility effluent treatment system, except where facility systems are designed <br /> to control such discharge.You may empty diked areas by pumps or ejectors; however, you must manually activate <br /> these pumps or ejectors and must inspect the condition of the accumulation before starting,to ensure no oil will be <br /> discharged. <br /> CORRECTIVE ACTIONS STATEMENT(S): Ensure the SPCC Plan contains all the required elements.
