Spill Prevention Control and Countermeasures Plan <br /> T & T TRUCKING, INC. <br /> 11396 North Highway 99, Lodi, California <br /> 1.0. INTRODUCTION AND PURPOSE <br /> This Spill Prevention, Control and Countermeasure (SPCC) Plan (Plan) implemented by <br /> T & T Trucking, Inc. (Facility), is located at 11396 North Highway 99, Lodi, San Joaquin <br /> County, California. This Plan has been prepared to meet the requirements of Title 40, <br /> Code of Federal Regulations, Part 112 [40 CFR part 112], and supersedes the earlier <br /> Plan developed to meet provisions in effect since 2008. <br /> The purpose of this SPCC Plan is to form a comprehensive spill prevention program that: <br /> • Identifies and assess areas where oil is handled, stored, or managed. <br /> • Prevent oil (fuel, waste oil and lubricants) discharges to navigable waters from <br /> occurring. <br /> • Prepare the Facility to respond in a safe, effective and timely manner to mitigate <br /> the impacts of a discharge during an emergency response. <br /> • Guide the Facility on monthly and annual inspections. <br /> • Ensure appropriate control and countermeasure equipment and producers are in <br /> place to adequately contain and control an inadvertent release of oil. <br /> Facility management has determined that this Facility does not pose a risk of substantial <br /> harm under 40 CFR part 112, as recorded in the "Substantial Harm Determination" <br /> included in Appendix A of this Plan. <br /> 2.0. PLAN AMENDMENTS - 40 CFR 112.3 and 112.5 <br /> T & T Trucking will amend the SPCCP Plan whenever one of the following occurs: <br /> • When there is a change in facility design, construction, operation and maintenance <br /> that materially affects the potential for oil discharge. Amendments must be made <br /> within six (6) months of changes. <br /> • A review and evaluation of the SPCC Plan must be conducted once every five (5) <br /> years. Amendments must be made within six (6) months of review to include more <br /> effective prevention and control technology if such technology will significantly <br /> reduce the likelihood of a spill event. Plan amendments, other than administrative <br /> changes, are evaluated for re-certification by Facility Management/Coordinator <br /> and if deemed necessary, by a Registered Professional Engineer (PE). <br /> • If a spill or leak has occurred and review of the Plan by local enforcement agencies <br /> reveals the need to revise the Plan. Local enforcement agencies include the San <br /> Joaquin County Environmental Health Department (SJCEHD), the United States <br />
