A written spill report must be submitted to all local enforcement agencies within 60 days if the Facility discharges more than 1,000 gallons of oil into or upon the navigable waters of the U.S. or adjoining shorelines in a single spill event, or the Facility discharges oil in quantity greater than 42 gallons (barrel) in each of two spill events within any 12-month period. Additional information regarding emergency actions in detailed in Section 6.4 of this Plan. Plan amendments listed above are referred to as technical amendments and are required to be certified by a PE. Technical Plan amendments are documented on Table 1. If any "administrative changes", such as personnel changes or revisions to contact information, the Plan must be documented in the review log located in Table 1. Administration changes are made by Facility Management or the designated Emergency Coordinator and are not required to be certified by a PE. 2.1. SCHEDULED PLAN REVIEWS In accordance with 40 CFR 112.5, the Facility reviews this Plan at least once every 5 years. Revisions to the Plan, if needed, are made within six months of the five-year review. Scheduled reviews and Plan amendments are recorded in the Plan Review Log (Table 1), even if no amendments are made to the Plan. PLAN ADMINISTRATION AND FACILITY INFORMATION This section describes non-technical information for this Plan as approved by Facility management. 3.1. MANAGEMENT AND DESIGNATED PERSONNEL - 40 CFR 112.7 Facility management is committed to preventing discharges of oil to navigable waters and the environment, and to maintaining the highest standards for SPCC through the implementation and regular review and amendment to this Plan. Additionally, Facility management has fully approved and committed the necessary resources to implement the measures described in this Plan. Administrative Facility management certification is provided on the page located prior to the table of contents of this Plan. The administrative Facility management certification page also indicates Facility personnel accountable for SPCC at the Facility.
