A written spill report <br /> must be submitted to all local enforcement agencies within 60 days if the Facility <br /> discharges more than 1,000 gallons of oil into or upon the navigable waters of the <br /> U.S. or adjoining shorelines in a single spill event, or the Facility discharges oil in <br /> quantity greater than 42 gallons (barrel) in each of two spill events within any <br /> 12-month period. Additional information regarding emergency actions in detailed <br /> in Section 6.4 of this Plan. <br /> Plan amendments listed above are referred to as technical amendments and are required <br /> to be certified by a PE. Technical Plan amendments are documented on Table 1. <br /> If any "administrative changes", such as personnel changes or revisions to contact <br /> information, the Plan must be documented in the review log located in Table 1. <br /> Administration changes are made by Facility Management or the designated Emergency <br /> Coordinator and are not required to be certified by a PE. <br /> 2.1. SCHEDULED PLAN REVIEWS <br /> In accordance with 40 CFR 112.5, the Facility reviews this Plan at least once every <br /> 5 years. Revisions to the Plan, if needed, are made within six months of the five-year <br /> review. Scheduled reviews and Plan amendments are recorded in the Plan Review Log <br /> (Table 1), even if no amendments are made to the Plan. <br /> Last Plan Review: December 2019 <br /> Current Plan Review: June 2023 <br /> Next Plan Review Scheduled for: June 2028 <br /> 3.0. PLAN ADMINISTRATION AND FACILITY INFORMATION <br /> This section describes non-technical information for this Plan as approved by Facility <br /> management. <br /> 3.1. MANAGEMENT AND DESIGNATED PERSONNEL - 40 CFR 112.7 <br /> Facility management is committed to preventing discharges of oil to navigable waters and <br /> the environment, and to maintaining the highest standards for SPCC through the <br /> implementation and regular review and amendment to this Plan. Additionally, Facility <br /> management has fully approved and committed the necessary resources to implement <br /> the measures described in this Plan. <br /> Administrative Facility management certification is provided on the page located prior to <br /> the table of contents of this Plan. The administrative Facility management certification <br /> page also indicates Facility personnel accountable for SPCC at the Facility. <br />
