Project No. 10-1768 AdvancedGeo
An Employee-Owned Company
All problems regarding ASTs, piping, containment or response equipment are
immediately reported to the Facility Emergency Coordinator. Visible oil leaks from AST
walls, piping, or other components are repaired as soon as possible to prevent a larger
spill or a discharge to navigable waters or adjoining shorelines. Pooled oil is removed
immediately upon discovery.
Monthly inspections are documented, and records are signed by the Emergency
Coordinator and maintained with this Plan for a period of at least three years, unless
otherwise noted.
4.5.3. Annual Inspection
Facility personnel perform a more thorough inspection of Facility equipment on an annual
basis. This annual inspection complements the monthly inspection described above and
is performed once each year using the checklist provided in Appendix B of this Plan.
The annual inspection is preferably performed after a large storm event in order to verify
the imperviousness and/or proper functioning of drainage control systems such as the
Berm, rollover berm, control valves, and the oil/water separator.
Written annual inspection records are signed by the Emergency Coordinator and
maintained with this Plan for a period of at least three years, unless otherwise noted.
4.5.4. Periodic Integrity Testing
Non-destructive integrity evaluation is performed on oil ASTs. Facility management has
deemed that routine AST inspections are sufficient for identifying potential spills. Any
leakage from ASTs would be detected through monitoring of the containment spaces
performed on a monthly basis. Any leakage would be detected visually during scheduled
visual inspections by Facility personnel. External inspection by certified inspector (as per
STI Standard SP-001) every 20 years and an internal inspection by certified inspector (as
per STI Standard SP-001) if recommended. Table 8 depicts the Scope and Frequency of
AST Container Inspections and Tests. Storage drums are elevated from the ground and
have all sides visible, and any leak would be readily detected by facility personnel before
discharging to navigable waters or adjoining shorelines. The Record of Tank Integrity and
Pressure Tests is included as Appendix F.
4.6. DISCHARGE PREVENTION PROCEDURES AND TRAINING - 40 CFR112.7(f)
The Emergency Coordinator is responsible for oil discharge prevention, control and
response preparedness activities at the Facility.
Facility management has instructed oil-handling personnel in the operation and
maintenance of oil pollution prevention equipment, discharge procedure protocols,
applicable pollution control laws, rules and regulations, general Facility operations, and
