Any new Facility personnel with oil-handling <br /> responsibilities are provided with this same training prior to being involved in any oil <br /> operation. <br /> Annual discharge prevention briefings are held by the Emergency Coordinator for all <br /> Facility personnel involved in oil operations. The briefings are aimed at ensuring <br /> continued understanding and adherence to the discharge prevention procedures <br /> presented in this Plan. The briefings also highlight and describe known discharge events <br /> or failures, malfunctioning components, and recently implemented precautionary <br /> measures and best practices. Facility operators and other personnel will have the <br /> opportunity during the briefings to share recommendations concerning health, safety, and <br /> environmental issues encountered during Facility operations. <br /> Records of the briefings and discharge prevention training are kept on the form shown in <br /> Appendix C and maintained with this Plan for a period of three years. <br /> 4.7. SECURITY - 40 CFR 112.7(g) <br /> The Facility is surrounded by a 6-ft tall wire security fence. The fence encircles the entire <br /> footprint of the Facility. The Facility has one main vehicle entrance located on the western <br /> property boundary which is code activated and routinely monitored from the office. <br /> Additionally, one entrance is located on the southern property boundary, along East <br /> Morse Road, which is kept locked and only used for emergency purposes. Both entrance <br /> gates are locked when the Facility is unattended. <br /> A security shed is located near the main entrance, in the visitor parking area, with <br /> personnel on site 24/7. A knox box is located in the front of the facility. <br /> Facility area lights illuminate the unloading and storage areas. The lights are placed to <br /> allow for the discovery of discharges and to deter acts of vandalism. <br /> The emergency shut off for the fuel dispensers is located at the berm area south of fuel <br /> island. The Facility securely caps or blank-flanges the loading/unloading connections of <br /> Facility piping when not in service or when in standby service for an extended period of <br /> time or when piping is emptied of liquid content either by draining or by inert gas pressure. <br /> 4.8. TANK TRUCK LOADING/ UNLOADING RACKS - 40 CFR 112.7(h) <br /> There is no truck loading or unloading racks located at this Facility, therefore this section <br /> does not apply. <br /> 4.9. BRITTLE FRACTURE EVALUATION - 40 CFR 112.7(i) <br /> There are no field-constructed ASTs at the facility, therefore this section does not apply. <br />
