SAN JOAQUIN COMMUNITY DEVELOPMENT DEPARTMENT <br /> c_ O U r\j T Y - MAP AMENDMENT <br /> FILE NUMBER : <br /> Findings for General Plan Amendments <br /> 1 :T:h:eproposed amendment will contribute to the public health , safety , and general welfare or will be of benefit to the public . <br /> This project will be a significant benefit to the public and the health and wellbeing of the county , as the project provides much needed mental and behavioral <br /> health services , improving access to care . The campus has goals to be a blue zone supporting wellness through outdoor activity and healthy diet . <br /> The services provide on this campus will provide support the continuum of care for mental health and behavioral health services providing the community <br /> with not only improved access but connected to services to support mental health through all stages of acuity , resulting in sustained health . <br /> 2 . The proposed amendment is consistent with the General Plan goals , unless the goals themselves are proposed to be amended . <br /> The amendment is consist with the goals of the General Plan . The proposed P/ F General Plan amendment will allow for the development of behavioral health <br /> and medical services benefiting the County residents and providing additional jobs and expanded workforce within the county . The zone M -X supports a <br /> [vaErietyofmpatible uses allowing for the new campus to provide crisis and urgent care services , short term treatment services , supportive housing , <br /> ducation , Cafe '/commercial kitchen , supportive retail , administrative offices , and outpatient programs . <br /> 3 . The proposed amendment retains the internal consistency of the General Plan and is consistent with other adopted plans , unless a <br /> concurrent amendment to those plans is also proposed and will result in consistency . <br /> The site is located in the unincorporated French Camp Community ( see page 3 . 1 -88 ) and Commercial Freeway Services ( C/FS ) per General Plan map ( page 3 . 1 - 91 ) <br /> rhighway , <br /> one uses are limited to Travler- or Truck orientated business . This zone is typicaly reserved for uses adjacent to the highway ( I - 5 ) interchanges <br /> s significant distance from the interchange . The current San Joaquin County Hospital property located just west of our site on the other side of <br /> has a general plan designation of Public ( P/ F ) . This designation is more aligned with the proposed use and would be consistent with this <br /> perty and the overall General Plan goals . <br /> 4 . The proposed amendment has been reviewed in compliance with the requirements of the California Environmental Quality Act . <br /> (This will be determined by Staff during the review process . Applicant to list any environmental studies that have been performed <br /> for the project and other information that may assist with the review. A copy of any applicable environmental studies should also be <br /> submitted.) <br /> We have included an initial traffic study and the draft geotechnical report . Please refer to our application for Administrative lConditional Use Permit Application for <br /> additional information on Biological Resources , Cultural Resources , and Air Quality/Greenhouse Gas Emissions .
