COMMUNITY DEVELOPMENT DEPARTMENT <br /> SAN JOAQUIN AMENDMENT <br /> C O LJ N T Y MAP <br /> FILE NUMBER : <br /> Findings for Other Plan or Map Amendments <br /> 1 . The proposed amendment is consistent with the General Plan and any applicable Master Plan . <br /> The site is located in the unincorporated French Camp Community (see page 3 . 1 -88 ) and Commercial Freeway Services (C/FS ) per General Plan map ( page 3 . 1 -91 ) <br /> As a C/FS zone uses are limited to Travler- or Truck orientated business . This zone is typicaly reserved for uses adjacent to the highway ( 1 -5 ) interchanges <br /> but the site is significant distance from the interchange . The current San Joaquin County Hospital property located just west of our site on the other side of <br /> the highway , has a general plan designation of Public ( P/F ) . This designation is more aligned with the proposed use and would be consistent with this <br /> adjacent property and the overall General Plan goals . <br /> 2 . The proposed amendment is necessary for public health , safety , and general welfare or will be of benefit to the public . <br /> This project will be a significant benefit to the public and the health and wellbeing of the county , as the project provides much needed mental and behavioral <br /> and medical services benefiting the County residents and providing additional jobs and expanded workforce within the county . The zone WX supports a <br /> variety of compatible uses allowing for the new campus to provide crisis and urgent care services , short term treatment services , supportive housing , <br /> community education , Cafe '/commercial kitchen , supportive retail , administrative offices , and outpatient programs . <br /> 3 . The proposed amendment has been reviewed in compliance with the requirements of the California Environmental Quality Act . <br /> (This will be determined by Staff during the review process. Applicant to list any environmental studies that have been performed <br /> for the project and other information that may assist with the review. A copy of any applicable environmental studies should also be <br /> submitted.) <br /> Refer to attached draft traffic study . Additional cultural , biologic , noise , air quality/greenhouse gas emissions can be completed as required by staff. <br /> 4 . For a change to the Zoning Maps , that the subject property is suitable for the uses permitted in the proposed zone in terms of <br /> access , size of parcel , relationship to similar or related uses , and other relevant considerations , and that the proposed change of <br /> zone is not detrimental to the use of adjacent properties . <br /> The proposed Zone WX is intended to provide for activity centers containing a variety of compatible and integrated land uses . The proposed project <br /> will provide for community services , healthcare ( urgent care ) , mental health crisis treatment , short term mental health treatment , a cafe/cafeteria , and <br /> future supportive housing . The 20 . 1 acres will support uses that are compatible with each other and compatible with near by San Joaquin County Hospital <br /> property .
