Austin Road
Manteca, CA 95336
P: (209) 982-4298
F: (209) 982-1009

Mr. Brendan Kenny
Engineering Geologist
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670

January 15, 2024

RE: Forward Landfill – Quarterly Corrective Action Progress Report

Dear Mr. Kenny:

In accordance with Task 9.a of the April 10, 2017 Cleanup and Abatement Oder (CAO) R5-2017-0703 issued by the California Regional
Water Quality Board – Central Valley Region (CVRWQCB), Forward, Incorporated (Forward, Inc.) is pleased to submit this Quarterly
Corrective Action Progress Report for the Forward Landfill.

During the fourth quarter 2023 monitoring period, no volatile organic compounds (VOCs) were detected above the practical
quantitation limit (PQL) in the effluent samples collected. The groundwater treatment system (GWTS) operated in compliance with
WDR Order R5-2003-0080. The GWTS extracted and treated approximately 43,705,177 gallons of groundwater and removed
approximately 0.93 pounds of VOCs during the reporting period. The landfill gas collection and destruction system operated
continuously with minimal downtime. The instantaneous total flow rate of LFG on December 12, 2023 was 1,288 standard cubic feet
per minute (scfm) at the landfill gas-to-energy facility, 1,425 scfm at Flare A-1, and 1,260 scfm at Flare A-2. Probes GP-10D, GP-10M,
GP-10S had exceedances of methane greater than one percent by volume. In addition, probes GP-2AD, GP-2AM, GP-4AM, GP-4AS,
GP-6AM, GP-10D, GP-10M, GP-10S, GP-11D, GP-11S, GP-12D, GP-12M, and GP-13D had VOC concentrations above 10 parts per billion
(ppb). As recorded in Table 1, VOCs were detected at concentrations ranging from 100 ppb in GP-4AM to 4,300 ppb in GP-11D.

In addition, and as previously requested, Forward, Inc. requests a change to the submittal date for the Quarterly Corrective Action
Reports from the 15th day following the end of the quarter to the 30th day (for example, January 30th as opposed to January 15th). This
will allow sufficient time for our contractors to tabulate data and coordinate report preparation.

I certify under penalty of law, that I have personally examined and am familiar with the information submitted in this document and
all attachments, and that based on my inquiry of those individuals immediately responsible for obtaining this information, I believe
that the information is true, accurate, and complete.
