Austin Road, Manteca, California <br />Dear Brendan Kenny, <br />On behalf of Forward, Inc., Arcadis U.S., Inc. (Arcadis) has prepared this Quarterly Corrective Action Progress <br />Report (Progress Report) for the Austin Road Unit of the Forward Landfill. This Progress Report covers the Fourth <br />Quarter of 2023 (October 1 to December 31, 2023). It summarizes the information required in Task 9.a of <br />Cleanup and Abatement Order (CAO) R5-2017-0703 (the CAO), issued by the Central Valley Regional Water <br />Quality Control Board (Water Board) on April 10, 2017. <br />The information provided in this Progress Report has been compiled from multiple sources, including Forward, <br />Inc. personnel, consultants responsible for the operation and maintenance (O&M) of the Austin Road Unit <br />groundwater extraction and treatment system (GWTS), and consultants responsible for the O&M of the facility's <br />landfill gas (LFG) extraction and destruction system. <br />Work Completed This Quarter <br />The following work was completed during Fourth Quarter of 2023: <br />The Third Quarter 2023 Groundwater Treatment System Monitoring Report was submitted to the Water Board <br />on October 15, 2023. <br />The Quarterly Corrective Action Progress Report for the Third Quarter of 2023 was submitted to the Water <br />Board on October 13, 2023. <br />The Quarterly Residential Groundwater Treatment System Report for Third Quarter 2023 was submitted on <br />October 29, 2023. <br />The Exceedance of Concentration Limits for Third Quarter 2023 was submitted on October 30, 2023. <br />The Quarterly Water Quality Monitoring Report for Third Quarter 2023 was submitted on November 1, 2023.
