SAN J O A R N Environmental Health Department <br /> i y �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DIAMOND GAS AND FOOD MART 824 E YOSEMITE AVE, MANTECA June 03, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 211 CCR 2715(c)(2) Failure to have or implement a training program approved by the UPA, at an unstaffed facility. <br /> OBSERVATION: The designated operator employee training was not current for the only employee on site. <br /> Employee stated he had began work at the facility one week ago and the last designated operator training was <br /> greater than 1 week before inspection. <br /> REGULATION GUIDANCE: For facilities that are not routinely staffed,the designated operator shall implement an <br /> employee training program approved by the EHD. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on <br /> site, and submit a copy of the training records to the EHD. <br /> This is a Class II violation. <br /> 302 CCR 2630(d), 2641(a)Leak detection equipment not installed/maintained/located to detect leaks at earliest <br /> opportunity. <br /> OBSERVATION: The 7/8 UDC sensor was raised approximately 1/2 inch off the lowest point of the sump and not <br /> located to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This was <br /> corrected on site. <br /> ------------------ <br /> OBSERVATION: Test boots on the 87 STP piping were not pulled back. Schrader valve was capped and leaks will <br /> not be detected at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The test boot was pulled back by the service technician.
