SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DIAMOND GAS AND FOOD MART 824 E YOSEMITE AVE, MANTECA June 03, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Liquid was found in the 7/8 and 1/2 UDCs and/or UDC piping, indicating a leak in the primary <br /> containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation, Class ll. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the diesel spill container, 87 STP sump, and 91 STP sump. The only staff <br /> on site was unable to locate a means to remove liquid from the sumps. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, the <br /> facility shall contain a means of monitoring for water intrusion and for removing the water by the owner operator. <br /> CORRECTIVE ACTION: The service technician removed 5 gallons of liquid from the diesel spill container, 87 STP <br /> sump, and 91 STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. Ensure the <br /> facility contains a means of monitoring for water intrusion and for removing the water by the owner/operator per <br /> regulation and send supporting documentation, such as a photograph. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
