OBSERVATION: The monitoring plan is not current and/or not approved by the EHD. The monitoring system certification does not list a UDC Leak Sensor Manufacturer or UDC Leak Sensor Model. "Float and Chain" is listed under UDC Panel Manufacturer, but float and chains are not connected to monitoring panels and "Float and Chains" is not a UDC Panel Manufacturer. "Mechanical' is listed under UDC Panel Model # but float and chains are not connected to monitoring panels and "mechanical' is not UDC Model #. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation (Class 2) Violation. 9 CA Code of Regulations 2638, 26410), 2715(f) 2030002 - Leak detection equipment tested by qualified service technician every 12 months (TCR 9d). OBSERVATION: The annual monitoring system certification and leak detector testing were last performed on 7/31/2023 and were due by May 2024. Testing has not been completed and is one month past due. Annual certification is due each May unless conducted sooner than May to reset annual certification dates. The annual certification has been conducted late on 6/30/2021, 6/29/2022, 7/31/2023. REGULATION GUIDANCE: These tests are required once every 12 months. CORRECTIVE ACTION: Immediately schedule these tests and provide 48 hours notification to the EHD. Please be aware that all EHD staff time associated with a follow up inspection will be billed at our current hourly rate ($156).
