� e <br />landfill material out ide of the impermeable membrane ,i.e. north <br />of the trench) would not have a pathway to migrate into the trench <br />and would likely migrate offsite. In addition, should the methane <br />concentration found to be above 5 percent within the probes <br />located along the property boundary of the site following the <br />passive soil vapor extraction trench installation, the impermeable <br />membrane would likely prevent an active soil vapor extraction <br />system to capture methane being produced within the construction <br />debris located outside of the impermeable membrane (i.e north of <br />the trench). <br />2. The passive soil vapor extraction system was designed to be easily <br />connected to an active system. This system could be converted to an <br />active system in the following manner. All of the vent pipes could <br />be removed and replaced with plugs except for one of the vent pipes <br />which would be connected to the active system. <br />3. It is our understanding that based on your site visit of September 8, <br />2006, you will allow us to place most of the excavated material <br />within the trench excavation under the following conditions: <br />separate the large construction debris material from the soil <br />material and during backfill activities, a San Joaquin County <br />Environmental Health Department staff will be on site to establish <br />which material is acceptable for placement into the excavation. <br />Any separated material will be transported and disposed offsite to a <br />permitted landfill facility. <br />4.
