11
E
Jay, I here are my comments:
E
1. Title 27 California Code of Regulation (T27CCR)Section 20937
(c) (3) requires that passive systems have an impermeable membrane
installed. The plan you submitted does not indicate that a membrane would
be installed.
2. T 27 CCR indicates that the system must be able to be easily
connected to an active system.
3. The plan does not indicate what will be the final deposition
of the waste material coming out of the trench.
4. The plan does not indicate that extent of waste of the waste
and the location of the passive soil trench. Please provide
information on the extent of waste and discuss the effectiveness of the
trench system on the gas in this area.
Thanks Robert
Robert McClellon, Supervising REHS
San Joaquin County
Environmental Health Department
304 E. Based on the discussions of our meeting,
we understand the following:
You concur with our proposed plans for installing the passive soil vapor
extraction trench.
You would allow for a limited amount of traffic (i.e. tractor for weed
control) to occur over the trench after its installation and you would
not require us to mark the trench as specified in Comment 4.
You do not plan to provide any additional comments on the work plan.
You were satisfied with our responses to your work plan comments.
Hence, you are allowing us to proceed with the trench construction
activities.
A letter from the San Joaquin Valley Air Pollution Control District
(District) was received earlier today which indicates that the passive soil
vapor extraction trench does not require a District permit. A pdf file of
this letter is attached to this e-mail message. If the information in this
e-mail message does not accurately document your recollection of our
meeting or if you have any questions, please do not hesitate to contact me.
3
