Box 1810 <br />Stockton, California 95201 <br />Re: Responses to Central Valley Regional Water Quality Control Board Comments <br />Construction Quality Assurance Report Corral Hollow Closure Cap Extension <br />Dear Mr. Carroll, <br />Following is Geo -Logic Associates' (GLA) response to the comments from the Central Valley <br />Regional Water Quality Control Board (CVRWQCB) in their letter dated March 10, 2014 <br />regarding the review of the Final Construction Quality Assurance Report for the Corral Hollow <br />Closure Cap Extension. The comments provided by CVRWQCB staff are in bold print. <br />In summary, the construction of the cap extension was in accordance with the specifications. <br />Statements in the text of the Final CQA Report to the contrary were in error. Documentation of <br />the lift thickness was included in the Daily Reports (Appendix A) of the Final CQA Report. <br />Documentation of particle size was included in Appendix C. We have attached this information <br />for ease of review. <br />CVRWQCB Comments <br />1. Table 02200-2 in the technical specification dated 5 November 2012 requires that the <br />maximum relative compaction of the vegetative soil layer be no greater than 88 <br />percent. GLA reports in the Table of Appendix C.3 that the percent relative <br />compaction of vegetative soil layer in all soil samples range from 90.2 to 95.6 percent. <br />These values exceed the technical specifications. <br />Technical Specification Section 02200 3.10 G.1. states that "each lift of vegetative soil <br />shall be compacted to the applicable minimum relative compaction specified in Table <br />02200-2". Table 02200-2 shows a value of "88%" for vegetative soil compaction.
