Mr. Roben McC1el1on <br />September 22, 2004 <br />Page 5 of ll <br />characterization conducted by CIWMB.The debris will be separated from native soil manually <br />by site workers or using a mechanical sifter, if necessary.The separated soil and debris will be <br />stockpiled separately, pending dtimate destination.The separated debris will be loaded into <br />trucks immediately after separation or temporarily stockpiled on site if less than a full load.Any <br />stockpiled debris will be seemed by temporary fencing or flagging.The debris will be <br />transported to the Gilton Resource Recovery Transfer Station located at 800 S. McClure Road in <br />Modesto, California for disposal. The volume of waste removed from the site will be tracked by <br />cataloging the weigh tickets of each truck that exits the facility. <br />To date, approximately 47 tons of visible surface debris has been removed from the site by Mr. <br />Palomino pmsuant to a court order.Most of the debris was transported to the Gilton transfer <br />station, but some debris was also transported to the Lovelace Matedals Recovery Facility <br />Transfer Station at 2323 Lovelace Road, Manteca, Cadifornia.Copies of the weigh tickets will <br />be included in the final site report. <br />Native soil separated fiom the excavated debris will be used on site in consu'uction of the landfill <br />cap and/or the drainage plan. <br />Parcel 14 <br />Debris previously identified in excavaton trenches T27, T29, and T30 will be removed to a <br />permitted landfill.These areas are identified in the figure prepared by Ninyo & Moore for the <br />CIWMB (Appendix C).The estimated soil and debris volumes are summarized in Table 3.As <br />indicated in Table 3, it is estimated that up to 6,830 cubic yards of material, including up to <br />approndmately 1,300 cubic yards of debris will be excavated from these areas.The excavated <br />material will be handled as described above. <br />A significant volume of mixed soil and debris is located in the westernmost third of Parcel 14 <br />along the western property boundary (the railroad berm) in the areas surrounding previous trench <br />locations T3l, T35, T36, T37, T40, T55, T56, and T59.As discussed with EHD, Mr. Palomino <br />does not currently have the funds to mitigate the buried waste in this portion of the site.Mr. <br />Padomino proposes to apply a l to 2-foot soil cover in this portion of the site until funds become <br />available to mitigate this portion at a later date. <br />3.3 Consolidate and Cap Debris in Northern Corner of Site <br />The noMern portion of the site, covering an area of approximately 2 acres of land, was <br />previously identified as containing the greatest thickness of buried debris, specifically the debris <br />identified in excavation trenches Tl through Tl 3, and T64 (see Appendix A).
