County of San Joaquin Dept of Public Works IIPP Rev 2020-01-31.docx <br /> Page 66 <br />3.5 Policies <br /> <br />Employees, who operate, clean, service, adjust or repair machinery and equipment <br />are required to lock, block, or tag equipment that is worked on. Such employees <br />are required to fully understand and follow the lockout procedures and are known <br />as “authorized employees.” Employees not required to lock, block, or tag out <br />equipment, but still affected by such activities, are required to understand the <br />locks and tags such that they do not defeat the purpose of them. This group of <br />employees is known as ‘affected employees.” <br /> <br />Equipment meeting the requirement for lockout is those who have energy <br />(electrical, mechanical, hydraulic, pneumatic, or other) that cannot be <br />disconnected from its energy source. Equipment that can be unplugged does not <br />have to follow these lockout procedures as long as the power cord end is within <br />sight of the authorized employee. Even unplugged equipment may need to have a <br />secondary power source blocked, see Blocking below. <br /> <br />Any Division who repairs, services, adjusts, or cleans equipment is required to have <br />Division-specific Lockout / Tag-out procedures. Each Division has different <br />equipment that meets the criteria for lockout procedures. Divisions are required <br />to develop a list of equipment that meets the criteria of this section and add new <br />equipment to this list as required. <br /> <br />The Department shall audit, or have audited, the lockout p rocedure and its <br />effectiveness in departments on an annual basis.
