Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 26 County of San Joaquin
September 16, 2024

Wastes requiring special handling or treatment, with the exception of tires, are not generally
accepted. Whole tires will be segregated from the waste stream by hand and stacked (laced
fashion) when deposited in a trailer. The tires will be transported off-site by Lovelace for disposal
and /or recycling. A loading dock is constructed in the south end of the tipping/sorting floor
entrance for loading tires onto the trailer. Copies of manifests are kept in the cashier’s booth in
the scale house.

3.3 LOAD CHECKING
The purpose of load checking is to exclude materials that may not be accepted at the facility for
other reasons. Site personnel are trained in the recognition, proper handling and disposition of
prohibited materials. Load checking records for the previous year are maintained for future
reference at the LTS main administration office.

3.3.1 Scale House Check
The screening of incoming loads for hazardous and prohibited wastes begins at the scale house.
Signs indicating what types of waste are prohibited are posted on the scale house. Customers
are asked if they have any hazardous or prohibited waste within their load.

3.3.2 Routine Load Checks
LTS staff visually inspects commercial and self-haul customers, and randomly checks
commercial loads to prevent the unloading of any unacceptable materials.

If unacceptable materials are detected, site staff will notify the customer that the load contains
unacceptable materials, and that this material may not be unloaded. The customer is given
directions to a facility that can accept the materials in question.

Random Load Checks are performed at least once a day. This procedure is an in-depth search of
the contents of randomly selected commercial haul vehicles to prevent the unloading of any
unacceptable materials including hazardous waste. This practice encourages each commercial
customer to self-monitor their own waste stream and customers.
