<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 27 County of San Joaquin <br />September 16, 2024 <br />If a commercial hauler is found to have unacceptable materials, the information on the Load <br />Checker’s Log is recorded. The Load Checker’s Log is signed by both the customer and the load <br />checking inspector. This information can be used to notify the hauler and the Department of <br />Environmental Health if the load is illegally dumped. <br /> <br />In addition, facility operators keep a Daily Log to note any materials that escaped identification <br />during the routine load check. These materials are recorded and removed from the tipping floor <br />(Appendix E). <br /> <br />If unacceptable material is discovered after the customer has left the premises, staff places this <br />material in a double-containment storage locker for temporary storage (Figure 4). These items <br />are then transported off-site by a licensed hazardous waste contractor for proper management. <br />The locker is clearly marked. <br /> <br />3.3.3 Continuing Checks <br />Equipment operators are trained to be watchful for gas cylinders, propane tanks, televisions, <br />computer monitors and other items that may pose a hazard or are not accepted at the disposal <br />facility. Such items will be removed from the waste and deposited in the appropriate area in the <br />LTS. <br /> <br />3.4 ENVIRONMENTAL CONTROLS <br /> <br />3.4.1 Nuisance Control <br />The facility is operated so as not to create a public nuisance, health or safety problem by <br />applying the other control measures identified herein. <br /> <br />3.4.2 Odor Control <br />Odors are controlled by the rapid processing and transportation of waste after it is deposited at <br />the Transfer Station, including residual waste generated by materials recovery operations. <br />Operations are planned so that waste is never retained for more than 48 hours. <br />
