<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 33 County of San Joaquin <br />September 16, 2024 <br />4.1 California Department of Resource, Recovery, and Recycling <br />All solid waste facilities are required to have a SWFP issued by the LEA with concurrence by the <br />California Department of Resource Recovery and Recycling (DRRR), previously the Integrated <br />Waste Management Board (CIWMB). <br /> <br />4.2 San Joaquin County Environmental Health Department <br />The San Joaquin County Public Health Services, Environmental Health Department acts as Local <br />Enforcement Agency (LEA) for the DRRR, as well as enforcing other environmental and health <br />regulations. <br /> <br />4.2.1 Local Land Use Authority <br />The local land use authority is the City of Manteca. Use Permit No. U-93-2 has been issued to <br />the site. <br />4.2.2 Fire Department <br />The Lathrop/Manteca Fire District is the local fire authority having jurisdiction over the LTS. <br />Permits issued by the Lathrop/Manteca Fire District are maintained at the LTS’s main <br />administration office. <br /> <br />4.2.3 San Joaquin Valley APCD <br />The SJVAPCD has issued a permit for the stand-by generator at the LTS. A copy of this permit <br />is maintained at the LTS main administration office. <br /> <br />4.2.4 California EPA/DTSC <br />The State of California Department of Toxic Substances Control (DTSC) has issued LTS a <br />hazardous generator number (CAH 111 000 504) for shipment of hazardous waste diverted from <br />the waste stream. In addition, the LTS is registered with the DTSC as a CRT Material Handler. <br /> <br />4.2.5 Central Valley RWQCB <br />The LTS is covered under the RWQCB’s general storm water permit for industrial activities as <br />administered by the Central Valley Regional Water Quality Control Board (RWQCB). <br />
