<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 32 County of San Joaquin <br />September 16, 2024 <br />3.4.14 Site Security <br />Site security at the facility is provided by an eight-foot high chain link fence surrounding the <br />perimeter of the facility, topped by a 2 foot high barbed wire outrigger (Figure 2). Entrance gates <br />are locked after normal working hours; electronic keys for fence gates are given to authorized <br />personnel only. <br /> <br />In addition, the facility is equipped with an electronic security system which includes video <br />surveillance at strategic locations inside and outside the MRF to detect unauthorized entry after <br />hours. <br /> <br />Those who visit the site for purposes other than delivering waste or recyclable materials for <br />processing are required to sign in, park in designated parking areas. Such visitors are assigned <br />an escort while they are at the facility, and are given safety gear as appropriate. <br /> <br />3.4.15 Visual Screening <br />LTS was designed and is operated to provide an attractive and aesthetically acceptable <br />appearance. The facility is located in a low-density agricultural setting. As part of a “Good <br />Neighbor” policy to obstruct visibility into the operation, trees have been planted and landscaping <br />has been established at select locations around the facility. This reduces any “unsightly” affect of <br />equipment and operations. In addition, an intensive roadside hand-picking of litter keeps the <br />areas clean. <br /> <br />3.4.16 Water Supply <br />Potable water is provided by an onsite well (Figure 2). The well system includes a chlorination <br />system for the domestic water supply. Water is sampled regularly to verify compliance with <br />drinking water standards. <br /> <br />4 REGULATORY AGENCY COMPLIANCE AND PERMITS <br />See Appendix’s for a copy of permits. <br />
