• United States Environmental <br />Protection Agency (U.S. EPA) <br />protects human health and the <br />environment: <br />▪Writes and enforces environmental <br />regulations <br />▪Regulations enforced by regional offices <br />Hazardous Waste & Universal Waste Management <br />The United States Environmental Protection Agency, U.S. EPA, was established in 1970 with <br />the intention of protecting human health and the environment. To accomplish this, U.S. EPA <br />writes and enforces environmental regulations. In 1976, congress passed the Resource <br />Conservation and Recovery Act, or RCRA, which established federal regulations for the <br />management and disposal of hazardous waste. This is commonly referred to as “cradle to <br />grave” because a site where hazardous waste is generated, which is called a generator, is <br />responsible for the management of its self‐generated hazardous waste from the point it is <br />generated, or the “cradle,” until the hazardous waste no longer exists, the “grave.” <br />The RCRA regulations, along with other federal environmental regulations that have been <br />established to protect human health and the environment, are enforced by one of ten <br />regional offices. EPA’s Pacific Southwest Region office, located in San Francisco, California, <br />implements and enforces federal environmental regulations in Arizona, California, Hawaii, <br />Nevada, the Pacific Islands, and 148 Tribal Nations. <br />Through State Authorization, U.S. EPA shifts the primary responsibility for implementing <br />the RCRA hazardous waste program to individual states, provided that the state’s hazardous <br />waste program is at least as stringent as the federal RCRA hazardous waste program. <br />36
