A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RYDER TRUCK RENTAL#1071 3633 DUCK CREEK DR, STOCKTON January 07 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is a repeat violation (Class 2) Violation. <br /> 59 CA Code of Regulations 2712(b)(1-2)2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d). <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> -Service technician response to the following alarms were not able to be provided at the time of inspection: <br /> 1)3/8/2024 L5 Tank 2 Diesel Fill Fuel alarm <br /> 2)4/13/2024 L8 Tank 3 Motor Oil Fill Fuel alarm <br /> 3)Work order for change of the T2: Diesel Reserve STP sump leak sensor model to the 208 from the 205 sensor. <br /> REGULATION GUIDANCE:These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all <br /> readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of <br /> inventory readings and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br /> This is a repeat violation (Class 2) Violation. <br /> Overall Inspection Comments: <br /> Routine UST Inspection <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on January 8, 2025 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Per technician, Overfill Prevention Equipment testing is to be completed at a later date. Ensure Overfill Prevention <br /> Equipment testing is completed within 36 months of the previous 36-month routine testing. <br /> *NOTE FOR OVERFILL PREVENTION EQUIPMENT: <br /> Witnessed Overfill Prevention Equipment testing for only Tank 1, 2000-galllon oil tank. Facility appears to use an <br /> approved method of overfill. Observed facility utilizing a probe and a system that has double-walled vent piping <br /> and fill port secondary containment. All other tanks are using a fill tube with a flapper for overfill prevention and are <br /> not connected to the annunciator panel.
