SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sigov.org/ehd <br /> CONTINUATION FORM Page: 9 of 15 <br /> OFFICIAL INSPECTION REPORT Date: 1/24/2025 <br /> Facility Address: 2575 Country Club Blvd, Stockton, CA 95204 Program: UST Q <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> 30. 2060015 - Leak detection equipment located so leak is detected at the earliest possible opportunity <br /> (TCR 9d) <br /> Open violation remaining from 1/31/2024 inspection. <br /> Failure of leak detection equipment to be installed, maintained and located such that the equipment is <br /> capable of detecting a leak at the earliest possible opportunity. <br /> 35. 2030065 - Interstitial space of the UST is under constant VPH monitoring (TCR 9d) <br /> OBSERVATION: The annular sensor receptacle contained an insufficient level brine. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under <br /> constant vacuum or pressure such that a breach in the primary or secondary containment is detected <br /> before the hazardous substance is released into the environment. <br /> CORRECTIVE ACTION: The technician on site added brine during the inspection. <br /> This was corrected on site. <br /> 36. 2060023 - System has a mon system that can detect entry of haz sub liquid/vapor, or water into sec <br /> contain <br /> OBSERVATION: During the January 2023 and January 2024 Monitoring System Certifications, all <br /> vacuum sensors were observed in alarm. They were not corrected until January 2025. An example <br /> includes that the DO documented on multiple reports that multiple sensors were "still in alarm" and had <br /> not been appropriately responded to. Sensors that remain in alarm are unable to communicate new <br /> issues, including leaks, that would otherwise trigger alarms. <br /> REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and <br /> visual alarm or stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Ensure that all alarms are treated as potential leaks and are responded to <br /> immediately. Document that timely and appropriate actions have been taken to resolve monitoring and <br /> maintenance issues and the cause of alarms. Use a properly licensed, trained, and certified contractor <br /> and obtain a permit within one business day from the EHD, if needed.
