SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.so-gov.org/ehd <br /> CONTINUATION FORM Page: 10 of 15 <br /> OFFICIAL INSPECTION REPORT Date: 1/24/2025 <br /> Facility Address: 2575 Country Club Blvd, Stockton, CA 95204 Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Com <br /> 45. 2030025 - LLD on DW press piping monitors hrly, detects a 3.0 gph leak, and restricts/shuts off <br /> flow (TCR 9d) <br /> OBSERVATION: The diesel VMI line leak detector failed to detect a leak when tested. <br /> REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak <br /> at 10 psi. <br /> CORRECTIVE ACTION: The service technician adjusted the leak detector, retested it, and it passed. <br /> This was corrected on site. <br /> 47. 2030008 - Secondary containment installed after July 1, 2003 is free of water <br /> Open violation remaining from 1/31/2024 inspection. <br /> Failure to keep water out of the secondary containment of UST systems installed on or after July 1, <br /> 2003. <br /> 49. 2030047 - Secondary containment maintained tight and has been confirmed by testing <br /> OBSERVATION: The diesel fill and 91 fill sumps are not maintained liquid and vapor tight. Multiple <br /> open holes were observed in the lids of the sumps. <br /> -The diesel fill sump is missing the shroud boot/water shield on the spill container <br /> -The diesel fill sump was observed with the view port cover left open <br /> -The 91 fill sump shroud boot/water shield did not adequately seal the hole for the spill container and <br /> left a visible gap. The technician helper on site attempted to seal the gap using the shroud boot but was <br /> unable to. <br /> REGULATION GUIDANCE: The underground storage tank system shall be constructed, operated, and <br /> maintained to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately take necessary steps to ensure ALL gaskets, lids, and other <br /> system components are installed and maintained in accordance with manufacturer instructions to <br /> maintain the secondary containment as liquid and vapor tight. <br /> 50. 2060020 - Spill buckets meet requirements, have been tested as required, and records kept for 36 <br /> mths (TCR 9a) <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Lynsey Sammons (209) 616-3067 0 Emailed to nick.singh723@gmail.com Environmental Contact <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
