SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.so-gov.org/ehd <br /> CONTINUATION FORM Page: 11 of 15 <br /> OFFICIAL INSPECTION REPORT Date: 1/24/2025 <br /> Facility Address: 2575 Country Club Blvd, Stockton, CA 95204 Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Com <br /> OBSERVATION: The regular grade spill container failed when tested. <br /> REGULATION GUIDANCE: All USTs shall be equipped with a spill container that collects any <br /> hazardous substances spilled during delivery operations, that has a minimum capacity of five gallons <br /> and a drain valve that allows drainage of the collected spill into the primary container or provide a <br /> means to keep the container empty. <br /> CORRECTIVE ACTION: The technician on site replaced the gasket on the spill container and retested <br /> during the inspection. <br /> OBSERVATION: Numerous drips were observed coming from the 91 grade spill container during the <br /> inspection. <br /> REGULATION GUIDANCE: All USTs shall be equipped with a spill container that collects any <br /> hazardous substances spilled during delivery operations, that has a minimum capacity of five gallons <br /> and a drain valve that allows drainage of the collected spill into the primary container or provide a <br /> means to keep the container empty. <br /> CORRECTIVE ACTION: The technician on site cleaned debris from around the gasket of the spill <br /> container and retested during the inspection. <br /> 51. 2030035 - UST system is operated to prevent unauthorized release, including spills and overfills <br /> OBSERVATION: During the January 2023 and January 2024 Monitoring System Certifications, all <br /> vacuum sensors were observed in alarm. They were not corrected until January 2025. An example <br /> includes that the DO documented on multiple reports that multiple sensors were "still in alarm" and had <br /> not been appropriately responded to. Sensors that remain in alarm are unable to communicate new <br /> issues, including leaks, that would otherwise trigger alarms. <br /> REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent <br /> unauthorized releases, including spills and overfills. <br /> CORRECTIVE ACTION: Ensure that all alarms are treated as potential leaks and are responded to <br /> immediately. Document that timely and appropriate actions have been taken to resolve monitoring and <br /> maintenance issues and the cause of alarms. Use a properly licensed, trained, and certified contractor <br /> and obtain a permit within one business day from the EHD, if needed.
