The application was accepted by the LEA on July 18, <br />2025. The required public informational meeting was completed on August 26, <br />2025. The revised Solid Waste Facility Permit (SWFP) was issued by the LEA and <br />concurred on by CalRecycle on December 1, 2025. The revised SWFP increases the <br />permitted maximum tonnage to 4000 tons and 1200 vehicles per day. Waste can be <br />received between 6 am - 5 pm, seven days a week. <br /> <br />No Areas of Concern <br />Inspection Report Comments <br />1. Tarps used as Alternative Daily Cover. First truck dumped waste after 7 pm. Observed <br />one bulldozer operating at the active face. Active face was at area 5B. Traffic director <br />observed at the active face. Personnel were wearing appropriate PPE. <br /> <br />2. Records were reviewed indicating that Olivera Enterprises shipped 87 cubic yards of green <br />waste off site for retail sale in November. Observed use of ground green waste for erosion <br />control on the landfill slopes. <br /> <br />3. Reviewed the special occurrences log, training record, daily tonnage and vehicle values, <br />and the load check record. <br /> <br />4. Perimeter landfill gas monitoring probes #17 and #18 were measured today. Results were <br />below the regulatory limit of 5% methane. <br /> <br />5. No dust control needed due to wet and foggy conditions. <br /> <br />6. The green waste chipping and grinding stockpiles were small. Continue processing green <br />waste in a timely manner in compliance with the site permit and state regulation. <br /> <br />7. Some litter observed on-site. Facility crews periodically pick up litter. No significant litter <br />observed off-site. <br /> <br />8. Reviewed fourth quarter perimeter and structure landfill gas probes measurements. All <br />probes were tested, and results were below the regulatory limits. <br /> <br />9.
