Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 2/26/2024 <br /> Soil Control Lab received a ground wood sample on January 17 for Article 7 <br /> testing. The fecal coliform result is greater than 1800 MPN/g, which fails the limit of <br /> 1000 MPN/g. The Arsenic result is 390 mg/kg, which fails the lirrit of 41 mg/kg. This <br /> ground wood waste cannot be land applied per Title 14 California Code of Regulations <br /> (CCR) section 17852(x)(24.5). <br /> Provide records demonstrating how this wood waste was used and where it was <br /> hauled in January and February 2024. If any of the wood waste remains on-site then <br /> explain how it will used and where it will be hauled. <br /> Site records indicate that 610.50 cubic yards of the ground wood waste was shipped <br /> off-site for "retail sale" in January. Explain what "retail sale" meals. <br /> If any future wood waste will be land applied then test a representative sample and <br /> provide the results to this department, the LEA. Representative sample requirements <br /> are listed in T14 CCR section 17868.1. <br /> 27 CCR 20820 - Drainage and Erosion Control <br /> Observed erosion and exposed waste at area five and six, the current active fill <br /> areas. On Feb 27, the operator provided correction photos of some erosion. <br /> Check and repair all erosion channels and cover waste. <br /> 27 CCR 20680 - Daily Cover <br /> Observed exposed waste around the ADC tarped active face on area five. On <br /> February 27, the operator provided correction photos showing coverage of exposed <br /> waste. <br /> Cover all waste at the end of each operating day with approved cover materials. <br /> No Areas of Concern <br /> Inspection Report Comments <br /> 1. Tarps were being used as alternate daily cover. <br /> 2. First truck dumped waste at active face at 7:02 am. Active face was at the winter pad, area <br /> five. <br /> 3. Green waste records indicated that Olivera Enterprises shipped 610 cubic yards off site for <br /> retail sale in January. <br /> 4.
