Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />January 13, 2025 <br /> Facility Address: <br /> 400 S LINCOLN ST, STOCKTON <br /> Facility Name: <br /> KNIFE RIVER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />CORRECTIVE ACTION: Immediately implement all required SPCC plan amendments <br />This is (Class 2) Violation. <br />Code of Fed Regulations 112.7 4010012 - SPCC in writing, follows code seq/cross ref, good eng practice, mgt <br />approval, items not in place. <br />OBSERVATION: The SPCC plan is missing the management approval signature and date. <br />REGULATION GUIDANCE: If you are the owner or operator of a facility subject to this part you must prepare a Plan in <br />accordance with good engineering practices. The Plan must have the full approval of management at a level of <br />authority to commit the necessary resources to fully implement the Plan. You must prepare the Plan in writing . If you <br />do not follow the sequence specified in this section for the Plan, you must prepare an equivalent Plan acceptable to <br />the Regional Administrator that meets all of the applicable requirements listed in this part , and you must supplement it <br />with a section cross-referencing the location of requirements listed in this part and the equivalent requirements in the <br />other prevention plan. If the Plan calls for additional facilities or procedures, methods, or equipment not yet fully <br />operational, you must discuss these items in separate paragraphs and must explain separately the details of <br />installation and operational start-up. <br />CORRECTIVE ACTION: Immediately obtain required management approval for the SPCC Plan for this facility. Provide <br />proof of correction to the EHD. <br />This is (Minor) Violation. <br /> 11 <br />Code of Fed Regulations 112.7(f)(1) 4020001 - Training provided for op/maint of equip, discharge procedures, <br />laws/regs, general fac ops, and SPCC. <br />OBSERVATION:1) Records of training for Joe Lima, Shop Mechanic were not available during the inspection. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil-handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br />regulations; general facility operations; and, the contents of the facility SPCC Plan. <br />CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of the <br />training log and training content to the EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 30 <br />Code of Fed Regulations 112.7(e), 112.8(c)(6) 4010021 - Written Inspection/testing procedures kept, inspection/testing <br />records signed, kept for 3 years. <br />OBSERVATION: 1) Records of inspections for the last three years for the three 275 gallons oil tanks, and the portable <br />55 gallons drums were not available during inspection.
