Primary piping test: Pressure testing — hydrostatically at 150% of design operating pressure or pneumatically at 110% of operating pressure. If the calculated test pressure is less than 40 psi, 40 psi shall be used as the test pressure. Testing must be conducted in accordance with manufacturer specifications and CCR Title 23. d. Secondary piping test: Soap test of all product piping and penetrations, and pressure test, in accordance with manufacturer specifications. e. Integrity testing of all sumps, in accordance with manufacturer specifications. The facility cannot operate the 87, 91, or diesel UST systems prior to the EHD inspection and approval. 4. Secondary containment testing for the 87, 91, and diesel piping is required six months after installation. Provide 48 hours notification to the EHD when this test is scheduled. 5. Any individual installing underground storage systems or components must possess, or work under the direct and personal supervision of an individual physically present at the work site at all times while work is being performed who possesses, all of the following: • One of several permissible valid, current contractor licenses issued by the Contractors State License Board (CSLB) • A current UST Installation/Retrofitting certificate issued by the International Code Council (ICC) • A valid, current certificate of training from the manufacturer(s) of the component(s) being installed 6. Any individual performing the work of a service technician must possess, or work under the direct and personal supervision of an individual physically present at the work site at all times while work is being performed who possesses, all of the following: • One of several permissible valid, current contractor licenses issued by the CSLB • A current California UST Service Technician certificate issued by the ICC • A valid, current certificate of training from the manufacturer(s) of the component(s) being tested, or the developer of the testing equipment or test method(s) being used 7. Individuals working under the direct supervision of a qualified UST installer or UST service technician must, at a minimum, be employed by the person with the CSLB license and possess all manufacturer certificates of training for the equipment on which they are working. 8. The tank owner or operator shall log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/ and ensure all UST information is current. 9. The tank owner or operator shall log into CERS and complete and submit a UST Certification of Installation/Modification for the 87, 91, and diesel piping within 30 days. 10. All primary containment including any integral secondary containment must be certified by an independent testing organization and labeled as required by the organization (UL, ULC, ANSI, API, ASTM, etc.).
