Primary piping test: Pressure testing — hydrostatically at 150% of design operating <br /> pressure or pneumatically at 110% of operating pressure. If the calculated test pressure <br /> is less than 40 psi, 40 psi shall be used as the test pressure. Testing must be <br /> conducted in accordance with manufacturer specifications and CCR Title 23. <br /> d. Secondary piping test: Soap test of all product piping and penetrations, and pressure <br /> test, in accordance with manufacturer specifications. <br /> e. Integrity testing of all sumps, in accordance with manufacturer specifications. <br /> The facility cannot operate the 87, 91, or diesel UST systems prior to the EHD inspection <br /> and approval. <br /> 4. Secondary containment testing for the 87, 91, and diesel piping is required six months after <br /> installation. Provide 48 hours notification to the EHD when this test is scheduled. <br /> 5. Any individual installing underground storage systems or components must possess, or work <br /> under the direct and personal supervision of an individual physically present at the work site at <br /> all times while work is being performed who possesses, all of the following: <br /> • One of several permissible valid, current contractor licenses issued by the Contractors <br /> State License Board (CSLB) <br /> • A current UST Installation/Retrofitting certificate issued by the International Code Council <br /> (ICC) <br /> • A valid, current certificate of training from the manufacturer(s) of the component(s) being <br /> installed <br /> 6. Any individual performing the work of a service technician must possess, or work under the direct <br /> and personal supervision of an individual physically present at the work site at all times while <br /> work is being performed who possesses, all of the following: <br /> • One of several permissible valid, current contractor licenses issued by the CSLB <br /> • A current California UST Service Technician certificate issued by the ICC <br /> • A valid, current certificate of training from the manufacturer(s) of the component(s) being <br /> tested, or the developer of the testing equipment or test method(s) being used <br /> 7. Individuals working under the direct supervision of a qualified UST installer or UST service <br /> technician must, at a minimum, be employed by the person with the CSLB license and possess <br /> all manufacturer certificates of training for the equipment on which they are working. <br /> 8. The tank owner or operator shall log into the California Environmental Reporting System <br /> (CERS) at http://cers.calepa.ca.gov/ and ensure all UST information is current. <br /> 9. The tank owner or operator shall log into CERS and complete and submit a UST <br /> Certification of Installation/Modification for the 87, 91, and diesel piping within 30 days. <br /> 10. All primary containment including any integral secondary containment must be certified by an <br /> independent testing organization and labeled as required by the organization (UL, ULC, ANSI, <br /> API, ASTM, etc.).
