Each load of source separated food waste deposited in the bunker shall be visually inspected for noticeable contamination. If <br /> contamination is seen it will be removed and transferred to the MSW residue bin/box associated with the Scott Mega THOR <br /> (THOR),food waste processing unit. A loader will be used to transfer source separated food waste from the bunker to the THOR <br /> hopper. The loader operator will turnover material (fluff) in the bunker to look for contamination that would adversely impact the <br /> THOR, and/or quality of the end product. Again, if any contamination is found it will be removed and placed in the MSW residue <br /> bin/box. <br /> Before material is placed in the THOR hopper, the THOR unit shall be inspected per manufacturers Operators Guide (See <br /> Attachments). Only after all THOR inspection procedures have been followed will material be placed in the hopper. <br /> Once material is placed in the THOR hopper, and a finished product box or tanker is properly placed under the THOR slurry <br /> discharge hose, or discharge piping is valved such that residential carts will be filled and carts are placed under discharge pipe,the <br /> THOR will be placed into operation following staging outlined in the Operators Guide. <br /> Finished product will be pumped from the THOR to an overhead piping system that will deposit material in a container designed for <br /> the eventual end user. Material that is being transported to a composter will be placed in a roll off box,solid waste truck,or a series <br /> of residential carts from which material can be placed with yard waste in a residential collection truck. Material intended for <br /> compost will be transported to an authorized composter. Material transported to the City of Manteca, Water Quality Control <br /> Facility (WQCF), or other authorized anaerobic digestion facility will be placed in a tanker or box compatible with the receiving <br /> facility's material handling infrastructure. <br /> The finished product material transport vehicle will enter Lovelace via the commercial truck entrance. The vehicle will make its way <br /> to the loading dock located on the west side of the tip floor, near the south west corner of the building. The vehicle will travel from <br /> the commercial truck entrance to the loading dock via a route established by the San Joaquin County Solid Waste Division. The <br /> vehicle shall back down the existing road to near the loading dock door. Once the vehicle is in place the overhead finished product <br /> hose will be placed in the top of the box/tank/truck. As the box/tank/truck is being filled it shall be monitored such that it is not over <br /> filled. When the box/tank/truck is filled to the desired level the Thor and associated pump will be turned off. The top fill hose will be <br /> removed, and the box/tank/truck will be replaced with an empty box/tank/truck. At the end of the day, regardless of the level of <br /> material in the box/tank/truck,the box/tank/truck will be removed. <br /> From time-to-time valving on the THOR discharge piping will be adjusted to fill 96-gallon carts with processed food waste. This will <br /> only occur if there is an issue preventing loading of processed food waste via the overhead piping system. Those carts will be <br /> serviced with a residential yard waste collection truck. Upon arrival at Lovelace, the residential yard waste collection truck shall <br /> enter the commercial truck entrance and proceed to the Lovelace scale house for weighing. From the scale house the yard waste <br /> collection truck will follow a prescribed route established by San Joaquin County Solid Waste Division, through Lovelace to enter <br /> the tip floor via the truck ramp on the southwest corner of the tip floor. The yard waste collection truck shall proceed up the ramp <br /> and on to the tip floor at a speed not exceeding 5 miles per hour(MPH). The yard waste collection truck driver shall take care to <br /> proceed onto the tip floor only when clear of personnel and vehicles,and the driver's eyes have adjusted from the light of outside to <br /> the relative dark of the tip floor. The yard waste collection truck shall stop next to the THOR residue bin/box. There the yard waste <br /> collection truck will tip the food waste carts into the truck. After receiving processed food waste, the yard waste collection truck <br /> shall exit the tip floor utilizing the same ramp used to access the tip floor. Again,the collection truck driver will take special care to <br /> be sure the ramp is free of vehicles and personnel before proceeding down the ramp. The driver shall take special care again to <br /> allow their eyes to transition from dark to light before moving into the light of the outside. From there the yard waste collection <br /> truck will proceed to the Lovelace scale house to be weighed, after which the yard waste collection truck will transport material to <br /> an authorized compost facility. Processed food waste can be placed with yard waste in a collection truck, but processed food waste <br /> and yard waste will not be mechanically blended together while at Lovelace. <br /> The city may utilize overhead conveyance piping to fill a bin/box on the loading dock with processed food waste. The city wi II then <br /> have the option to remove accumulated material from the bin/box with a vacuum truck. The vacuum truck will then transport the <br /> processed food waste to an authorized composter or anaerobic digestion facility. <br /> The THOR will be shutdown after all material in the bunker has been process for the day, or once the transport vehicle <br /> box/tank/truck is filled, or when the MSW residue bin/box is replaced, or at the end of the workday. Shutdown of the THOR will <br /> follow procedures outlined in the Operators Guide. <br />
