Please see attached compliance letter related to unresolved violations from the 10/31/24 HMBP inspection.
Please call me to discuss the Return to Compliance.
Additionally, the Hazardous Materials Inventory and Emergency Response and Training Plans elements of the
facility's 2025 CERS submittal have been rejected due to violations noted on the inspection report that were not
corrected for this submittal. Please make necessary changes, ensure all info on CERS is current and resubmit.
Best,
Lynsey Sammons
Registered Environmental Health Specialist
Cell: (209)616-3067
Office: (209)468-3420
San Joaquin County Environmental Health Department
1868 E.Hazelton Avenue,Stockton,CA.95205
www.siciov.org/ehd
SAKJOAQUIN
C0UNT
Greatness grows here.
*Test notifications and test results should be sent to the general UST email: ust(a_sigou.org*
Please note: I am out of office every other Friday.
EHD will be closed for holidays on:
Jan 1, 15 1 Feb 19 1 May 27 1 July 4 1 Sept 2 1 Nov 11,28,29 1 Dec 25
From: Sammons, Lynsey [EHD]
Sent: Friday, November 1, 2024 9:26 AM
To: 'info@wendpac.com' <info@wendpac.com>
Subject: RE: PR0520751- 2439 W March Ln - 10/31/24- HMBP Compliance Info 2024
Good morning,
I'm hoping this message reaches John, I got your voicemail about training requirements. I called and spoke with
Race but wanted to follow up with an email as well.
The Hazardous Material Business Plan (HMBP)training is not required to be through WeLearn. I asked about
WeLearn because the submittal to the state made by Dawn Thill for 2024 indicates that WeLearn is used for
training. But the training can happen in any format(safety meetings, 5-minute check-ins at the beginning of shifts,
formal classroom setting, online learning, etc.).
You need to have records that training is done when employees are first hired, and then annually after that.
Records can just be a sign in sheet with a date.
The training requirements below are from https://catepa.ca.gov/hazardous-materials-business-plan-
program/hazardous-materials-business-plan-faq/.The document submitted by Dawn Thill about how your facility
administers training is attached for your reference.
2
