<br /> <br />Forward Landfill – SIR 1 www.scsengineers.com <br /> <br />1 EXECUTIVE SUMMARY <br />Senate Bill 1383, effective January 1, 2022, is a statewide effort to reduce emissions of short-lived <br />climate pollutants. The law specifically set the following goals: <br /> A 50% reduction in the level of the statewide disposal of organic waste from the 2014 level <br />by 2020. <br /> A 75% reduction in the level of the statewide disposal of organic waste from the 2014 level <br />by 2025. <br />Table 1 includes the estimated percentage of organic waste disposal based on the 2014 statewide <br />waste characterization study prepared by the Department of Resources, Recycling and Recovery <br />(CalRecycle) for San Joaquin County. <br />Table 1 – 2014 Waste Composition <br />San Joaquin County Organics Inorganics <br />Percentage 67% 33% <br />Based on the 2014 statewide study, approximately 67% of the waste stream in San Joaquin is made <br />up of organics. The 2014 tonnage at the Forward Landfill (Forward/Landfill/Site), reported to <br />CalRecycle, was 811,292 tons; based on the statewide study, it is assumed that 543,566 tons of the <br />waste intake were organics. In accordance with Section 39730.7(a) of SB 1383, the 50% and 75% <br />organics diversion by jurisdictions required by 2020 and 2025, respectively, are based on the <br />statewide disposal of organic waste from the 2014 levels. Therefore, per SB 1383, this would <br />equate to an estimated reduction upstream of the Landfill to 33.5% organics fraction in 2020 and <br />16.75% organics fraction in 2025. <br />The 2019 disposal tonnage of 889,819 tons (from CalRecycle records) is the most recent tonnage <br />available prior to the implementation of SB 1383. For 2020, there were no observed impacts to <br />waste volumes as a result of organics diversion requirements occurring upstream. For 2025, based <br />on a 75% organics diversion upstream of approximately 407,674 tons, the potential reduced waste <br />intake at the Site would be approximately 641,891 tons in 2025, which equates to 755,166 cubic <br />yards (CY) based on a site-specific Airspace utilization factor (AUF) of 0.85 tons per CY (tons/CY) per <br />the 2021 Joint Technical Document (JTD). <br />The primary impact experienced by the Landfill due to the reduction of organic waste disposal is a <br />potential decrease in future waste disposal tonnages compared to previous projections. A decrease <br />in tonnage impacts the airspace consumed, which allows for longer site life, delay in expansions to <br />the landfill gas (LFG) system and Site closure from previously estimated timeframes. Note that this <br />report assumes that the reduced disposal tonnages due to upstream organics diversion are not <br />replaced by other waste streams by the Site. Impacts to the Landfill noted in this report will change <br />should these diverted tonnages be replaced by other waste streams. The actual disposal tonnage is <br />influenced by many factors outside the control of the Landfill; such as operations at other regional <br />landfills and transfer stations, nature of the wastes, waste generation rates, waste diversion rates, <br />development activity in the region and consumer behavior.
