<br /> <br />Forward Landfill – SIR 2 www.scsengineers.com <br /> <br />2 INTRODUCTION <br />2.1 PURPOSE <br />In accordance with California Code of Regulations Title 27 (27 CCR) Section §21695, operators of <br />solid waste landfills are to submit a Status Impact Report (SIR) to the Department of Resources, <br />Recycling and Recovery (CalRecycle) that provides an analysis of the potential impacts to the landfill <br />resulting from the implementation of the organics disposal reduction requirements of Public <br />Resources Code Section 42652.5. The SIR describes the potential impacts to the landfill and <br />expected timing of impacts. <br />2.2 SITE BACKGROUND <br />This SIR has been prepared for the Landfill, located at 9999 South Austin Road, Manteca, California. <br />The Site is owned and operated by Forward Inc. The site is an active permitted Class III municipal solid <br />waste (MSW) landfill with Class II waste management units and operates under Solid Waste Facility <br />Permit (SWFP) 39-AA-0015, which CalRecycle issued in July 2021. The Local Enforcement Agency <br />(LEA) for the Site is the County of San Joaquin Environmental Health Department. Additional Site <br />information can be found in the JTD prepared by Lewis Engineering in October 2020, revised in May <br />2021. <br />The Site has a permitted area of 744 acres. Per the current SWFP, the permitted used waste <br />footprint is approximately 371.8 acres. The permitted waste disposal area at the Site consists of <br />waste management units (WMUs): WMUs A, B, C, D, E, F, G, FU-03, FU-04, FU-05, FU-06, FU-08, FU- <br />10, FU-13, FU-14, FU-17, and FU-19. To prepare for inclement weather, the Site moves the active <br />waste disposal operations to an area designated as the Wet Weather Pad during the winter season. <br />Per the 2021 JTD, Lewis Engineering estimated the remaining landfill airspace capacity. Lewis <br />Engineering noted that as of January 31, 2020, approximately 21,737,819 CY of airspace were <br />available at the Site under the approved site development plans. The projected closure year for the <br />landfill was estimated to be 2036. <br />3 SITE DEVELOPMENT <br />3.1 CURRENT OPERATIONS <br />The Site encompasses 744 acres; approximately 371.8 acres are permitted for waste disposal. WMU <br />FU-19 is the current active disposal phase. Per the July 2021 SWFP, the Site is permitted to operate <br />6 days per week (Monday through Saturday) with a current maximum waste disposal rate of <br />8,668 tons per day (tpd). <br />3.2 PROPOSED OPERATIONS <br />Waste-filling operations will continue within the existing landfill footprint until final grades are met. <br />New waste placement is ongoing until the approximate closure date of 2036. Future waste disposal <br />will occur in WMUs east of WMU FU-17 and in WMU Future H area. WMU Future H will replace WMU <br />G-South which is currently the site of the materials recovery facility. WMU F-South is currently <br />permitted to be constructed in the southwest corner of the existing Forward Landfill and will be a <br />Class II surface impoundment. At final grades, the maximum fill elevation will be 210 feet above <br />mean sea level (msl), as specified in the current JTD.
