<br /> <br />Forward Landfill – SIR 3 www.scsengineers.com <br /> <br />3.2 IMPACTS DUE TO ORGANICS DIVERSION <br />Any impacts to site development plans will depend on the airspace consumption rates and remaining <br />airspace/life of site. The remaining airspace for the Landfill is estimated using the following: <br /> Annual refuse intake rate, and <br /> A site-specific AUF as provided in the 2021 JTD. <br />A reduction of organic wastes in the refuse intake will affect both these parameters, due to a <br />potential reduction in total tonnages, and changes in waste composition and density. <br />The implementation of Senate Bill 1383, and the associated diversion of organic wastes upstream of <br />the Landfill, could result in an overall reduction in the annual waste tonnage disposed at the Site as <br />discussed in Section 4 below. This overall reduction may increase the life of existing phases and <br />possibly delay development of future phases. Therefore, the reduction of organic waste disposal has <br />the potential to impact the timing of the Landfill’s future development schedule. <br />4 WASTE TYPES/VOLUMES <br />The waste types currently permitted and planned to be received at the Landfill consist of non- <br />hazardous mixed MSW and special waste in accordance with 27 CCR §20220 and §20230. <br />For the preparation of this report, historical tonnages reported to CalRecycle through 2020 were <br />reviewed. Since records in CalRecycle are only available through third quarter 2021 tonnage records <br />provided by the Site for the timeframe of January 2021 through September 2022. The tonnage <br />reports for the Site reported the following waste types: municipal solid waste (MSW), construction <br />and demolition debris (C&D) waste, yard waste/compost, appliances, boats and trailers, recyclables, <br />tires, metal, and special wastes. Based on CalRecycle records, the total tonnage landfilled were <br />approximately as follows: <br /> 2014 – 811,292 tons <br /> 2020 – 925,947 tons <br /> 2021 – 992,791 tons <br />For future waste intake rates, the annual growth rate from the Site JTD was applied. For Forward a <br />1.4% growth rate was used so future intake rates for 2022 through closure. <br />4.1 WASTE COMPOSITION <br />Tables 2 and 3 below shows the breakdown of material type by percentage of the total waste stream <br />composition prior to implementation of SB 1383 organic waste reduction efforts.
