The closure cost estimate in 2022 dollars is <br />$27,854,721. <br />While the upstream organic waste diversion has potential to cause an overall reduction in the annual <br />waste tonnage disposed at the Site, consequently increasing Site life and delaying closure, it is <br />difficult to ascertain the future closure costs at this time. <br />14.2 POST-CLOSURE COST ESTIMATE <br />Post-closure cost estimates were prepared by CalRecycle for the entire 244-acre closure footprint area <br />in accordance with 27 CCR §21769(b)(2)(A) and §21790(b)(1). Pursuant to 27 CCR §21180(a), any <br />areas where final cover is placed prior to the closure of the entire landfill shall be maintained in <br />accordance with the approved post-closure maintenance plan, but the thirty years monitoring period <br />shall not commence until closure of the entire landfill is complete. <br />The 2021 estimate reflected costs for hiring a third party to inspect, monitor, and maintain the closure <br />landfill and environmental control features. The estimate assumes that procedures and funding for <br />maintenance of existing environmental control systems (LCRS and LFG control system) are already in <br />place as part of active landfill operations, will not change appreciably as part of preliminary final <br />closure. The same assumption applies to water quality, air, and LFG monitoring programs which will <br />continue to be performed in accordance with existing or updated permit conditions and as part of site <br />operations. The post-closure cost estimate in 2022 dollars is $27,310,621. Similar to the closure cost <br />estimate, it is difficult to ascertain the future closure costs at this time. <br />15 FINANCIAL ASSURANCE <br />Federal and state regulations require that the owner demonstrate the availability of financial <br />resources to conduct closure and post-closure maintenance activities. Financial responsibility is <br />essential for providing long-term assurance that the site will be closed and maintained during the <br />thirty-year post-closure period in a manner that protects public health and safety, and the <br />environment from pollution due to disposal of solid waste at the Site. <br />Forward, Inc. has Letter of Credit guarantees for closure, corrective action, and post-closure <br />maintenance for the Site and submitted to CalRecycle’s Financial Assurances Unit. There are no <br />anticipated impacts to the landfill’s financial assurance mechanisms due to the reduction in organic <br />waste disposal. <br /> <br /> <br /> <br /> <br /> <br /> <br />
