Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />October 21, 2024 <br /> Facility Address: <br /> 1002 FRONTAGE RD, RIPON <br /> Facility Name: <br /> GAS & SHOP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />1. Secure and control access to the oil handling, processing, and storage areas and prevent unauthorized access to <br />starter controls and oil pumps. <br />-Page 36 of the plan states that security is maintained during the 24/7 business hours of the facility via constant <br />surveillance of the facility manager and subordinate personnel. Staff on site at the time of inspection stated that the <br />facility is not manned 24/7. Access to the tanks and system components including oil pumps are not restricted when <br />staff is not on site. <br />2. Secure the master flow and drain valves. <br />-Page 32 of the plan states that the fill port at the above-ground tank containment wall shall be kept locked except <br />when fuel transfers are taking place. The fill port was observed unlocked at the time of inspection. <br />REGULATION GUIDANCE: Describe in your Plan how you secure and control access to the oil handling, processing <br />and storage areas; secure master flow and drain valves; prevent unauthorized access to starter controls on oil pumps; <br />secure out-of-service and loading/unloading connections of oil pipelines; and address the appropriateness of security <br />lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. <br />CORRECTIVE ACTION: Ensure that the following security measures are implemented at the facility: 1. Secure and <br />control access to the oil handling, processing, and storage areas and prevent unauthorized access to starter controls <br />and oil pumps. 2. Secure the master flow and drain valves. Provide proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.8(b)(1) 4030035 - Facility drainage adequately restrained unless conditions met. <br />OBSERVATION: Failed to adequately use valves to restrain drainage from diked storage areas. An open break was <br />observed in an approximately 2 inch pipe running along the interior of the north wall of the containment area that did <br />not have a manual valve. <br />REGULATION GUIDANCE: (1) Restrain drainage from diked storage areas by valves to prevent a discharge into the <br />drainage system or facility effluent treatment system , except where facility systems are designed to control such <br />discharge. You may empty diked areas by pumps or ejectors ; however, you must manually activate these pumps or <br />ejectors and must inspect the condition of the accumulation before starting, to ensure no oil will be discharged. <br />CORRECTIVE ACTION: Immediately install the correct type of valves to be used for the drainage of diked areas and <br />amend the SPCC Plan as necessary. Ensure that drainage valves remain closed to prevent discharge from diked <br />areas, only use manually activated pumps to empty diked areas, and inspect the condition of accumulated liquids (to <br />ensure no oil will be discharged) prior to draining. Submit proof of correction to the EHD. <br />This is (Class 2) Violation. <br /> 42 <br />Code of Fed Regulations 112.8(c)(2) 4030010 - Adequately sized secondary containment provided and maintained for <br />bulk storage containers. <br />OBSERVATION: The 20,000 gallons tanks may be permanently manifolded tanks. Four 20,000 gallon tanks were <br />observed and appear to share common piping and only one pipe travels from the tank farm to the dispensers.
