Accordingly, the total capacity of <br />manifolded containers is the design capacity standard for the sized secondary containment provisions (plus freeboard <br />in certain cases). <br />REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations (except mobile refuelers and other <br />non-transportation-related tank trucks) so that you provide a secondary means of containment for the entire capacity <br />of the largest single container and sufficient freeboard to contain precipitation . You must ensure that diked areas are <br />sufficiently impervious to contain discharged oil . Dikes, containment curbs, and pits are commonly employed for this <br />purpose. You may also use an alternative system consisting of a drainage trench enclosure that must be arranged so <br />that any discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />CORRECTIVE ACTION: Immediately provide and maintain adequate secondary containment. Submit proof of <br />correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.8(c)(2) 4030013 - Containment systems are sufficiently impervious to contain oil . <br />OBSERVATIONS: The secondary containment for the 20,000 gallon tanks appeared to not be sufficiently impervious to <br />contain discharged oil. <br />-The western end of the containment berm appeared to have a circular depression which had a hole approximately one <br />inch in diameter on the floor of the diked area. The hole seemed to have mud in it. Facility personnel were unsure what <br />this was for or whether or not this hole was used for drainage. Material around the hole seemed to suggest liquid <br />pooled around it, but what happened to the liquid is unclear. This hole is not addressed in the SPCC plan. This may <br />traverse the concrete bottom and it may be a way for liquid to escape the secondary containment. <br />-An approximately 2 inch pipe was observed running the length of the interior of the north wall of the containment area <br />and exiting the wall through a penetration. The pipe was disconnected and separated at a joint near tank 3 and entry <br />to the pipe interior was unobstructed. <br />-The west wall the secondary containment was observed to have an open penetration that appeared to previously <br />contain hardware. <br />-The wall was observed to have multiple large cracks on both sides of the wall and there were roots/vegetation growing <br />from between cinder blocks. <br />REGULATORY GUIDANCE: Diked areas must be sufficiently impervious to contain discharged oil . <br />CORRECTIVE ACTION: Immediately provide or repair all diked areas to be sufficiently impervious to contain oil . <br />This is (Class 2) Violation. <br /> 50 <br />Code of Fed Regulations 112.8(c)(3)(iv) 4010026 - Records maintained of drainage from diked areas. <br />OBSERVATION: Adequate records of drainage of uncontaminated rainwater from diked areas (or NPDES permit <br />records) of drainage were not found on site. <br />REGULATION GUIDANCE: (c)(3)(iv) Keep adequate records of such events, for example, any records required under <br />permits issued in accordance with §§ 122.41(j)(2) and 122.41(m)(3) of this chapter. <br />CORRECTIVE ACTION: Immediately begin maintaining adequate records (or NPDES permit records) of drainage from <br /> 52 <br />FA0000650 PR0516198 SC001 10/21/2024 <br />EHD Rev. 12/06/2021 CP22 - AST Non-Qualified OIRPage 10 of 16 <br />1868 E.
