Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />October 21, 2024 <br /> Facility Address: <br /> 1002 FRONTAGE RD, RIPON <br /> Facility Name: <br /> GAS & SHOP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />containment. <br />REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the container, <br />including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts. You must promptly remove any <br />accumulations of oil in diked areas. <br />CORRECTIVE ACTION: Immediately fix leak, clean stains, remove all oil accumulations in diked areas, and manage <br />all wastes according to the California Code of Regulations Title 22 hazardous waste regulations. Submit proof of <br />correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.8(d)(1) 4030027 - Buried piping is corrosion protected with protective wrapping, coating, <br />or cathodic protection. <br />OBSERVATION: The facility has buried piping and the SPCC plan states that piping is cathodically protected. Facility <br />manager stated that the underground piping is fiberglass and that it is not cathodically protected. Pictures from <br />previous inspections indicate that the piping is fiberglass. <br />The SPCC plan must address the correct corrosion protection for the buried piping. Amendment of this section will <br />require a Professional Engineer Certification. <br />REGULATION GUIDANCE: (d)(1) Provide buried piping that is installed or replaced on or after August 16, 2002, with <br />protective wrapping and coating. You must also cathodically protect such buried piping installations or otherwise <br />satisfy the corrosion protection standards for piping in part 280 of this chapter or a State program approved under part <br />281 of this chapter. If a section of the buried line is exposed for any reason, you must carefully inspect it for <br />deterioration. If you find corrosion damage, you must undertake additional examination and corrective action, as <br />indicated by the magnitude of the damage. <br />CORRECTIVE ACTION: Immediately provide buried piping installed or replaced on or after August 16, 2002, with a <br />protective wrapping and coating and cathodic protection. Provide proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 66 <br />Code of Fed Regulations 112.8(d)(4) 4030026 - Aboveground valves, piping, and appurtenances are regularly <br />inspected. <br />OBSERVATION: The facility failed to regularly inspect aboveground valves, piping, and appurtenances. Staff on site <br />stated that they do not perform regular inspections and drips from an active leak were observed from the piping at the <br />pump nearest to tank #4. Significant staining and buildup of oily residue was observed around the leak. <br />REGULATION GUIDANCE: (d)(4) Regularly inspect all aboveground valves, piping, and appurtenances. During the <br />inspection, you must assess the general condition of items, such as flange joints, expansion joints, valve glands and <br />bodies, catch pans, pipeline supports, locking of valves, and metal surfaces. <br />CORRECTIVE ACTION: Immediately inspect all required components, including but not limited to the leaking pump <br />and surrounding areas and ensure inspections are done regularly.
