Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />October 21, 2024 <br /> Facility Address: <br /> 1002 FRONTAGE RD, RIPON <br /> Facility Name: <br /> GAS & SHOP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />OBSERVATION: Facility failed to design/update each container installation in accordance with good engineering <br />practice to avoid discharges and failed to provide for each container installation the following: <br />-High liquid level alarm with audible/visual signal <br />-High liquid level pump cutoff device set to stop flow at predetermined content level <br />-Direct audible/code signal communication between container gauger and pumping station <br />-Fast response system, such as digital computer, telepulse/direct vision gauge. If direct vision gauge is used for <br />determining liquid level, a person must be present to monitor gauges and overall filling of the tanks. <br />-Staff stated that the liquid volume gauges are nonfunctional for tanks 1-4 and tank volume is calculated based on fuel <br />delivery and sales. <br />-Display for liquid gauge was obstructed by oily debris and could not be read for tanks 1-4. <br />REGULATION GUIDANCE: (c)(8) Engineer or update each container installation in accordance with good engineering <br />practice to avoid discharges. Must provide at least one of the following: <br />(i) High liquid level alarms with audible/visual signal at a constantly attended operation/surveillance station. In smaller <br />facilities, an audible air vent may suffice . <br />(ii) High liquid level pump cutoff devices set to stop flow at predetermined container content level . <br />(iii) Direct audible/code signal communication between container gauger and pumping station. <br />(iv) A fast response system for determining liquid level of each bulk storage container such as digital computers , <br />telepulse, or direct vision gauges. If alternative is used, a person must be present to monitor gauges and overall filling. <br />CORRECTIVE ACTION: Immediately install an approved liquid level sensing device on tanks 1-4 in accordance with <br />CFR 112.8 and implement necessary procedures to ensure that devices are fully functional and in use at all times <br />during tank’s filling operations , provide proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.8(c)(8)(v) 4030022 - Liquid level sensing devices regularly tested to ensure proper <br />operation. <br />OBSERVATION: Liquid level sensing devices for tanks 1-4 have not been tested and staff stated are not functional . <br />Staff on site stated that they are no longer used and volume is instead estimated from fuel delivery and sales . <br />REGULATION GUIDANCE: (c)(8)(v) You must regularly test liquid level sensing devices to ensure proper operation . <br />CORRECTIVE ACTION: Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be <br />regularly tested to ensure proper operation. Immediately conduct all necessary testing of tanks 1-4 liquid level <br />sensing devices to ensure proper operation, submit test results to the EHD. <br />This is (Class 2) Violation. <br /> 61 <br />Code of Fed Regulations 112.8(c)(10) 4030021 - Visible discharges promptly corrected and any accumulation of oil in <br />diked areas promptly removed.. <br />OBSERVATION: The facility failed to promptly correct visible discharges of oil from pump adjacent to tank 4 and <br />promptly remove any accumulations of oil in diked areas. <br />-An active leak was observed from the pump.
