Revised Workplan-Additional Site Investigation for PFAS BSK Project E20-016-01F
Stockton Metropolitan Airport(SCK) March 1, 2023
Stockton, California Page 20
All reusable equipment used during purging and subsequent sampling would be washed with a non-
phosphate detergent solution, and thoroughly rinsed with distilled water before and after each well is
sampled.
Groundwater and QA/QC samples including any duplicates and equipment rinsate samples would be
labeled and placed into a chilled cooler immediately following collection. Samples would be transported
under chain of custody protocol to an ELAP approved laboratory for analysis.
6.1.3 ANALYTICAL TESTING
Chemical analysis will be in accordance with the requirements set forth in the SWRCB Water Code Section
13267 Order for the Determination of the Presence of Per- and Polyfluoroalkyl Substances Order WQ
2019-0005-DWQ(Order)Attachment 2 Table 1 and the CVRWQCB's April 8,2022 letter which details HAS
analysis requirements in Table 2.
Soil samples will be analyzed for:
• 31 mandatory PFAS compounds according to the document titled "Target Reporting Limits for
LC/MS/MS Analysis of Per- and Polyfluorinated Alkyl Acids by Department of Defense Quality
Systems Manual [DoD QSM], (Version 5.1 or Later)" dated October 14, 2020.
Groundwater samples will be analyzed for:
• 31 mandatory PFAS compounds by DoD QSM v5.1 or later version
The SAP (Appendix A) describes QA/QC procedures to ensure that valid and representative data is
obtained and reported. The SAP describes method detection limits, reporting limits, sampling procedures,
including sampling equipment, sampling containers, quality of water used for preparation of blanks and
equipment decontamination, sampling holding times, and required sample volumes. The SAP also
provides procedures to be used to minimize potential PFAS cross-contamination from external sources.
6.1.4 PROGRESS REPORT
Once the first phase of the investigation is complete, the raw data from that work will be evaluated for
the second phase of the investigation. A progress report will be prepared which will include:
• tabulated results of PFAS concentrations in soil and groundwater,
• location map including, borings, and monitoring wells installed in the first phase of
investigation, and proposed locations of monitoring wells for the second phase of the
investigation,
